Location: based in Geneina (Darfur)SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams โ 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
Following fighting between SAF (regular army) and RSF (rapid support forces) since April 2023, SI is developing a rapid emergency response in Sudan.
In Geneina, West Darfur, SI opened a base in August 2022, providing assistance to IDPs living in the gathering sites inside the city. The response was WASH in emergency activities with water trucking, construction of boreholes, hygiene kits distribution, latrines construction and rehabilitationโฆ
Today, the situation in Darfur, and specifically in Geneina is worsening due to the conflict at country level. SI is assessing the sites and the needs for an emergency response which began in May 2023, providing WASH in emergency activities to the IDPs and host communities in Geneina, and possibly in other states in Darfur (El Fasher, Nyala). SI began water trucking activities in May 2023 and is the only WASH actor in Geneina.
In the East of the country, especially Gedaref, Al Jazirah and Madani states, security situation is tense but much calmer than in Darfur. SI is doing assessments to implement a WASH/shelter and NFIs response for IDPs, mainly coming from Khartoum.
In Khartoum, SI wants to develop a WASH emergency response as soon as possible, and when authorizations are provided.
SI is one of the pillars of the INGO forum coordination, especially for Darfur.
About the job
General objective:
Coordination and strategic orientation, relevance and operational quality / operations monitoring, security management, HR management, representation, internal/external communication.
The Sudan mission opened end of 2020, further to the influx of Tigrayan refugees fleeing conflict in Ethiopia. There are 2 operational bases, one located in Gedaref and the other one in Geneina (West Darfur).
The set-up is the following one:
- Coordination: Expat (Country Director, Admin coo, Log coo, Grants coo, Prog coo), Nat (Liaison Officer, Admin assistant, Log assistant)
The main challenges:
The new context with the conflict from the 15th of April changes everything, and humanitarian actors have to adapt to the new challenges upcoming (access, administrative, logistics, operational).
Priorities for the 2/3 first months:
Implement emergency projects response Maintain the contact with local authorities HAC, lines ministries at Geneina level Lead the base : continue the improvement of the base opened in July 2022 Security management (level 4 in Geneina) and follow up in Darfur To be involved in the access assessment out of Geneina city Ensure that the WASH services are well targeted and qualitative Maintain the coordination with all West Darfur actors Ensure strong link with consortium partners to prepare 2023 (RRM, wash / health Nutrition) Ensure strong coordination with UN at Geneina level SI is leading the coordination of the INGO forum in West DarfurYour profile
Education: Master degree related to the position and/or strong experience on the position.
Specific skills and experience:
Experience with SI is a very strong asset/ recommended 2 years of experience as Field Coo Good knowledge and comfortable in external coordination and representation with local authorities Strong Security management Ability to live in a very volatile environment and to deal with stress Good management skills Good knowledge and comfortable with the usual institutional donors (ECHO, BHA, UN Agencies, CDCS) Good project management skills Ability to live in remote area Experience in Sudan/ Darfur is an asset
Language: English is mandatory. Speaking Arabic is a strong asset.
SI will offer you
A salaried post:
According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem
Starting from August 1st, 2023 onwards, the basic gross salary will be increased to 2800โฌ/month as part of a review of the salary grid.
SOLIDARITรS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Security Conditions:
Calm but tense in East side of the country. Khartoum: very tense and fighting happening. Darfur, Geneina: conflict on going, very tense situationThe restrictions are in all the country, especially in Khartoum and West Darfur, which are open conflict areas, and can evolve very quickly.
