Location: Darfur, SudanSOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams โ 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
Following fighting between SAF (regular army) and RSF (rapid support forces) since April 2023, SI is developing a rapid emergency response in Sudan.
In Geneina, West Darfur, SI opened a base in August 2022, providing assistance to IDPs living in the gathering sites inside the city. The response was WASH in emergency activities with water trucking, construction of boreholes, hygiene kits distribution, latrines construction and rehabilitationโฆ
Today, the situation in Darfur, and specifically in Geneina is worsening due to the conflict at country level. SI is assessing the sites and the needs for an emergency response which began in May 2023, providing WASH in emergency activities to the IDPs and host communities in Geneina, and possibly in other states in Darfur (El Fasher, Nyala). SI began water trucking activities in May 2023 and is the only WASH actor in Geneina.
In the East of the country, especially Gedaref, Al Jazirah and Madani states, security situation is tense but much calmer than in Darfur. SI is doing assessments to implement a WASH/shelter and NFIs response for IDPs, mainly coming from Khartoum.
In Khartoum, SI wants to develop a WASH emergency response as soon as possible, and when authorizations are provided.
SI is one of the pillars of the INGO forum coordination, especially for Darfur.
About the job
General objectives:
Coordination and strategic orientation, relevance and operational quality / operations monitoring, security management, HR management, representation, internal/external communication.
Specific stakes and challenges:
Although Sudan has been opening up more widely to International NGOs for the past two years, it is still governed by strict rules and INGOsโs access depends on Public Institutions (visa, authorization to work, to travel, to recruit national staff etcโฆ). The HAC (Humanitarian Aid Commission) is an essential partner, the only entry point for INGOs to work in Sudan.
The recent coup of 2021 October 25th lead to a high level of uncertainty in terms of Governance as well as donorโs strategy (especially for long terms project). Military power remains contested by an important part of the population and regular demonstrations are organized, mainly in Khartoum.
Part of that, the security situation in Khartoum remains calm in areas not concerned by the demonstration. Internet / phone network can be cut during demonstration but alternative system of internet connection allow to keep a correct connection.
In Gedaref, the current specific situation at the border with Ethiopia needs to be carefully monitored. The Sudanese army has taken back its agricultural land from the area of al-Fashaga used by the Ethiopians (a disputed area for 20 years). On both sides, the militaries have strengthened their presence. Transportation to Gedaref is by the road, for a 7 hours journey.
In west Darfour, pic of intercommunal violence end of 2020 and end of 2021 had lead to massive displacement of population in Geneina and surrounding localities. The follow up of the security dynamic in this complex and volatile context is utmost important in terms of access, communication with local authorties (HAC) and partners. Transportation from Khartoum to Geneina, main city of West Darfour, is organized by UNHAS flight or by commercial flight.
Priorities for the 2/3 first months:
- Maintain the contact with local authorities HAC, lines ministries at Geneina level

Specific skills and experience:
Good knowledge and comfortable in external coordination and representation with local authorities Strong Security management Good management skills Good knowledge and comfortable with the usual institutional donors (ECHO, BHA, UN Agencies, CDCS) Good project management skills Ability to live in remote area

3 years of experience as Field Coo Experience with SI is a very strong asset
Languages:

A salaried post:
According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem
SOLIDARITรS INTERNATIONAL also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
