    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    About the mission

    Following fighting between SAF (regular army) and RSF (rapid support forces) since April 2023, SI is developing a rapid emergency response in Sudan.

    In Geneina, West Darfur, SI opened a base in August 2022, providing assistance to IDPs living in the gathering sites inside the city. The response was WASH in emergency activities with water trucking, construction of boreholes, hygiene kits distribution, latrines construction and rehabilitation…

    Today, the situation in Darfur, and specifically in Geneina is worsening due to the conflict at country level. SI is assessing the sites and the needs for an emergency response which began in May 2023, providing WASH in emergency activities to the IDPs and host communities in Geneina, and possibly in other states in Darfur (El Fasher, Nyala). SI began water trucking activities in May 2023 and is the only WASH actor in Geneina.

    In the East of the country, especially Gedaref, Al Jazirah and Madani states, security situation is tense but much calmer than in Darfur. SI is doing assessments to implement a WASH/shelter and NFIs response for IDPs, mainly coming from Khartoum.

    In Khartoum, SI wants to develop a WASH emergency response as soon as possible, and when authorizations are provided.

    SI is one of the pillars of the INGO forum coordination, especially for Darfur.

    About the job

    General objective:

  • The Administrator will implement and supervise all Finance and HR operations at his/her assigned base.
He/she also carries out administrative, accounting and financial management of his/her base, in compliance with donor and Solidarités International procedures (with good flexibility in a context of weak banking system). He/she supervises accounting operations and cash management and carries out budget follow up in conjunction with the program managers. He/she is also one of those charged with ensuring that Solidarités International’s Human Resources policy is properly implemented on the base. He/she supports monitors and trains the members of his team. He/she will be responsible of proper archiving of files in compliance with donor requirements (in addition to a coming shift to an online purchase software)

The main challenges:

As the conflict erupts one month ago, everything is still tense and unpredictable. Bank are still not open. The processes are not yet completely in place and must be enforced HR processes in Sudan are long and requiring as well as reporting to the authorities and fiscal management. The economic crisis raging in Sudan brings many constraints to the country, notably the hyperinflation of the local currency (the Sudanese Pound) and the development of a very strong parallel economy on the Black Market. Sudan has the peculiarity of having a very strong administration with very strict working rules for NGOs. The admin Manager will have to be in close contact with the HAC and authorities to manage those aspects (HR)

Priorities for the 2/3 first months:

Ensure the cashflow in a tense context Continue the training of the admin team in Geneina. Re-Opening of the Geneina base to make it operational as soon as possible.

Your profile

Education:

Bachelor degree in a field related to finance and/or HR management

Experience:

Experience with SI is a very strong asset/ recommended Experience in emergency settings and high volatile contexts (regular shooting, hibernation) is mandatory 1-year minimum experience required in administrative management (or as an assistant of administrative coordinator)

Management skills:

Autonomous, organized, ability to prioritize and to work under pressure Strong computer skills essential (excel) Knowledge of SAGA and HOMERE softwares is a plus Experience in Sudan/ Darfur is an asset

Language:

English is mandatory. Speaking Arabic is a strong asset.

SI will offer you

A salaried position:
According to experience, starting from EUR 1980 gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked. This might be adapted to the Sudanese context.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Adré:

Level 3 base, quiet security with no curfew. Basic living conditions, tent, bucket shower, little privacy etc.

There are 2 other organisations for more social life, which help SI with logistics while the base is installed.

Geneina:

Level 5 base (highest level) expatriates will stay mainly in Adré depending on security and make round trips to Geneina. At Geneina there is Curfew at night, Guesthouse is good. There is access to water, electricity. There is no market for now, food is scarce.
