PURPOSE OF ROLE

Plan International Liberia (PIL) has been selected as the Principal Recipient to execute the Global Fund to Fight AIDS, Tuberculosis and Malaria Grant Cycle 7 (GC-7) for TB/HIV/RSSH and the ongoing COVID-19 response Mechanism in Liberia. This is in support of the Liberian government's efforts to combat AIDS, Tuberculosis, and strengthen the nation's health systems.

PIL is seeking an experienced Strategic Information (SI) Manager to join their team for an initial one-year term, with the potential for extension up to three years. The SI Manager will provide strategic and technical guidance for all SI functions related to the grant, including monitoring, evaluation, surveillance, analytics, and reporting of performance and results. The role involves liaising with government and non-governmental counterparts to strengthen national health management information systems and ensuring all SI reporting for the GC-7 TB/HIV/RSSH and COVID-19 grants.

S/he will report to the Chief of Party (COP). S/he works closely with technical dotted lines to the grant M&E team, which consists of a MERL Specialist (reporting to the COP), a M&E Coordinator and three Regional (roving) M&E Officers.

Dimensions of the Role:

Cultivate partnerships for national M&E and SI strategic engagement. In close collaboration with relevant stakeholders, actively support and participate in national M&E/SI/HIS coordination, planning, M&E advocacy and communication, and capacity strengthening efforts. Lead SI technical and capacity strengthening tasks within Plan International GC7 M&E team, including grantโ€™s SRs and SSRs Provide technical leadership and guidance to ensure data collection, management, analysis and reporting in line with established standards and best practices. Provide strategic analysis and advice to the program team for effective and efficient evidenced-based implementation and management of the grants.

Accountabilities

Work closely with national governmental and non-governmental counterparts to strengthen the Liberian health information systems with special attention to improving the health data quality in all its dimensions. Co-lead and support the development, reviews and implementation of grants and disease programsโ€™ M&E plans, frameworks and workplans. Ensure the active participation of PIL and representation of GC-7 TB/HIV/RSSH and COVID-19 grants at relevant M&E/SI/HIS planning and coordination fora in Liberia. In partnership with relevant stakeholders, lead the development, review, standardization, and implementation of data quality assurance processes e.g., RDQAs, tDQAs/DQAs, etc. Ensure the development, review, rollout, and use of effective and efficient digital M&E systems aligned with organizational, MOH and Global Fundโ€™s requirements, for the grants. Facilitate regular SI/M&E coordination platforms to strengthen communication and collaboration on SI/M&E between the Principal Recipient (PR), implementing partners, Sub-Recipients (SRs) and Sub-Sub-Recipients (SSRs). Coordinate the compilation of M&E data and results for decision making and inclusion in PUDRs and other reporting requests. Support the technical team/colleagues with data use in the review and implementation of program quality improvement processes e.g., JISS, CQI, program quality reviews, spot checks, etc. Oversee and guide the work of data clerks who are supporting selected facilities in ensuring quality data collection and timely reporting. Develop and communicate targets for key indicators for counties, districts, and health facilities for both TB and HIV programs in line with the performance framework. Conduct regular SI/M&E supportive supervisory visits to supported counties, districts, communities, and health facilities. Identify data use needs and lead the development of data analytics to monitor care cascades, progress towards targets etc. to facilitate evidence-based decision making and accountability. Regularly review, analyze, and disseminate insights from routine data, reports, and studies, specifically those from Liberia such as routine data from national health systems, program reviews, evaluations, health facility assessments, IBBS, DHS, surveys, and other special studies Identity the evaluation and research needs/priorities of the grants and lead the design and implementation of need-appropriate protocols for studies, including studies on Gender Equality and Inclusion. Ensure that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills, and knowledge:

Essential

Masterโ€™s degree or higher in Public Health, Epidemiology, Monitoring and Evaluation, Health Statistics, Economics or related field OR Bachelorโ€™s degree PLUS relevant equivalent experience. Minimum of 7 yearsโ€™ experience with SI/MERL activities of donor-funded public health projects preferably with similar size and scope; 2 โ€“ 3 years of which must be at the national level. Familiarity with national HIS platforms e.g., DHIS2, LMIS, e-IDSR, preferably within the Liberian context. At least 5 yearsโ€™ proven experience in data collection, analysis, storage, dissemination, and reporting in addition to using and maintaining databases. Proficiency in the use of MS-Excel and at least one other statistical software packages/programming languages e.g., SPSS, STATA, R, Epi-Info, SQL, Python. Experience with data collection and management tools (ODK, Kobo ToolBox, SurveyCTO, CommCare, RapidPro etc.), and analytics/visualization packages (Power BI, Tableau, ArcGIS, QGIS). Familiarity with the HIV/AIDS, Tuberculosis and Malaria programming landscape with knowledge of current M&E standards and best practices in the sector.
