The Organization

Plan International is an independent child rights and humanitarian organisation committed to children living a life free of poverty, violence and injustice.

Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Greater Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egyptโ€™s Country Strategy focuses on five strategic objectives.

Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that โ€œChildren, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of changeโ€.

Driven by the overall purpose of PII and anchored on Plan International core values, bolder commitment to gender transformation and feminist leadership, program quality and influencing and a more vibrant and efficient operating model, the five strategic objectives of the country strategy include:

Promoting sexual reproductive health rights, services and facilities so that girls and women can realize their rights and grow up capable of making informed decisions and choices.

Creating economic empowerment opportunities and spaces so that girls, children and young people can overcome barriers that hinder their own development and continue growing up as empowered citizens capable of leading their own development.

Combating Violence against children, girls and women so that they can grow up in safe environments and actively participate in making positive and lasting changes in their lives and communities at large.

Strengthening the resilience, enhancing the preparedness and improving the response of the marginalized communities including refugees and migrants to climate change, crises and natural disasters. This will also include tackling the root causes of irregular migration.

Promoting the active engagement and leadership of young people including girls in decision making and inclusive spaces to foster sustainable changes in their lives as equal and empowered citizens.,

Purpose:

In alignment with the country strategies, the project contributes to this vision by โ€œContribute to the promotion of sexual and reproductive health and rights (SRHR) of adolescent girls and young women and prevention of gender-based violence in Egyptโ€

Project goal:

Children, adolescents, and young adults especially girls and young women-in Qalyoubia and Beheira make responsible decisions about their sexual and reproductive health and actively advocate for improved reproductive rights and services for their age group, with the support of their partners, friends, families, and communities.

Project objectives:

  1. Children, adolescents, and young adults have the knowledge and skills to make autonomous and healthy choices about their bodies and lives and to challenge discrimination and negative norms and practices and support peers in doing so.
  2. Parents, caregivers and family members are able to counsel and support on SRHR and reject harmful practices such as forced and child marriage and FGM.
  3. Communities, their structures, and stakeholders are able to promote SRHR and advocate for change in gendered beliefs and social norms that tolerate harmful practices and sexual violence.
  4. CYCE have improved access to gender-sensitive and youth-friendly social and health services, including legal and psychosocial counseling.

    Dimensions of the Role:

    Reporting to the Project Coordinator of โ€œStrengthening the sexual and reproductive health and rights of children, adolescents and young adults, especially girls and women, and combating gender-based violence in Egypt.โ€ project , Behiera Project Officer through working together with the project officers and relevant PU team; should be responsible for supporting development and follow up of project implementation plans, providing supervision, technical support and guidance to the collaborating partners, producing project progress reports, and overseeing financial spending for the project โ€“ both for Plan and other implementing partners.

    Accountabilities and Typical Responsibilities - Key End Results of Position

    Leadership role in PUs

    • Collaborate and lead coordination with the relevant program staff, ensuring that the project is implemented within the ambit of the strategic objectives of Plan Egyptโ€™s Country Strategic Plan-2017-2023.

      Networking and Advocacy

      • Build and foster relationships with local level government departments/officials and collaborating partners for efficient project implementation.
      • Represent Plan in meetings and deliberations in relevant networks in PUs on the advice of the Project Coordinator.

        Budget and POโ€™s management

        • Set up and ensure well-functioning community-based M&E systems to effectively monitor the project implementation.
        • Ensure that the budget planning and implementation of the relevant Project Outlines (POs) are done with the maximum level of quality and in tandem with the project objectives.
        • Support the development of PO in SAP, ensuring their alignment with the projectsโ€™ approved budget and donorโ€™s guidelines.
        • Support the Finance Department to generate the required financial reports that inform the projectsโ€™ team members on the progress of expenditure

          Quality Program design

          • Oversee the implementation of the operations transactions within the PUs ensuring their alignment with the approved policies.
          • Collaborate with the PUs leadership and the relevant CO-staff ensuring that the PUsโ€™ staff is kept updated and informed on the operational changes within Plan.
          • Team up with the program team within the PUs in developing the procurement plans for newly initiated projects ensuring that the required services are delivered to the team on time and with the maximum level of quality.

            Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

            • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan Internationalโ€™s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
            • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan Internationalโ€™s safeguarding and GEI policies;
            • Ensures that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
