The FHI-360 managed, USAID Healthy Behaviors Activity, with its partners the Consortium of Action Aid Ethiopia; Zeleman Communications, Advertising, and Production; and Fraym, works to increase sustained adoption of appropriate health and nutrition behaviors in Ethiopia using evidence-based, theory-informed social and behavior change (SBC) strategies. It does so with the goal of contributing to reductions in unmet need for family planning (FP); reduced malaria-related morbidity and mortality, and its elimination; and improvements in maternal, newborn, and child health (MNCH) outcomes. It also supports other priority health needs related to nutrition; and emerging infectious diseases (EID), like COVID-19; GHSA and works to transform social and gender norms that impede healthy behaviors and drive poor health outcomes across health areas. We are currently seeking qualified candidates for the position of Cluster coordinator for South Ethiopia.
Duty station: Arbaminch Town, South Ethiopia
Job Summary:
The cluster coordinator is under the supervision of the Deputy Chief of Party; she or he is responsible for overseeing the overall management of the U-HB project activity at the regional level and zones in the South Ethiopia Regional State. The cluster coordinator serves as the official fhi360 representative in the region, will liaison with the South Ethiopia Regional Health bureau and local implementing partner in the region, provide technical support and backstopping, and closely follow up on the day-to-day project implementation in the Essential and Learning woredas. Closely monitor the LIP implementation and provide technical support and guidance for the successful implementation of the activities in the learning woredas in the region. Supervises technical staff members, ensuring that project activities are on track with work plans, and is responsible for delivering the weekly report for the region. Liaison with the South Ethiopia Regional Health bureau and local implementing partner in, provide technical support and backstopping, and closely follow up on the project implementation in the Essential and Learning woredas. Supervises cluster technical staff members, ensuring that project activities are on track with work plans, and is responsible for delivering the weekly report for the region.
Accountabilities:
- Engage in active communication and collaboration with the South Ethiopia Regional Health Bureau, Local implementing Partner(s), district health offices, and other relevant stakeholders.
- Oversee planning: project monitoring, and management to ensure informed decision-making and timely implementation of project activities.
- Lead the cluster level SBC and capacity-building activities and ensure the timely implementation of the plan as per the set schedule.
- Lead and facilitate cluster level Micro planning processes.
- Participate in and contribute to the regular SBC technical working group at the region level and in similar forums.
- Representing the project and attending different working group meetings in the region.
- Conduct and oversee regular monitoring visits to ensure that Local implementing partners operate in compliance with FHI 360 and donor sub-grantee regulations.
- Support Local Implementing partners to timely process their financial reports and settle their advance payments.
- In collaboration with the MEL officer, compile progress reports[weekly and quarterly] and submit to the central team per the standard reporting format.
- Periodically monitor the performance of the Local Implementing partner against objectives
- Organize quarterly review meetings among stakeholders.
- Analyze and troubleshoot any challenges in project implementation.
- Supervise, motivate, and guide Regional FHI 360/ USAID Healthy Behaviors Activity team.
- Undertake other responsibilities as assigned by the supervisor.
Applied Knowledge & Skills:
- In-depth knowledge of concepts, practices, and procedures with providing technical support for research studies.
- Development of scope of work and deliverables for partners, consultants, etc.

- Proficiency with database management software and on-line search tools required.

Education:
- Masterโs degree in public health and other related fields
Experience:
- At least Seven years of experience in an NGO setting (International or Local NGO) in similar role is preferred. Oversees project timelines and budgets.
- Working knowledge on SBC and experience working with the Regional Health Bureau are added advantage.
- Functions as the coordinator with oversight of project technical deliverables, and team management
- Good planning and organizational skills.
- Ability to maintain effective working relationships with all levels of staff and other stakeholders.
- Works closely with the team to ensure project implementation remains technically sound and adheres to the project strategy and standard operating procedures (SOPโs).
- Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategy and guidelines.
- Monitors project deliverables and reports to supervisors.
- Leads technical project activities and sub activities and assists with project implementation.
- Project management experience is mandatory,
- Experience designing and implementing capacity building programs and SBC.
- Ensures project activities are on track with work plans, with technical expertise informing project implementation.
- Ensure smooth operations management.
Language Requirements
- Candidate must have full professional proficiency (written and verbal) in English and Amharic Language. Other south Ethiopia language is an addition.
