LOCATION: Kingston, Jamaica DEPARTMENT: Human Rights, Education and Empowerment REPORTS TO: Deputy Chief of Party POSITION SUMMARY: The Social Inclusion and Outreach Specialist will provide support to the USAID Supporting Victims of Violence Activity by working across all program areas to ensure that context-specific strategies are holistically integrated to ensure the participation in and benefit from program activities by marginalized and vulnerable populations. The objective of the project is to leverage local partnerships in order to intensify multi-stakeholder coordination to provide trauma-informed services to survivors and expand the availability of information on survivors, witnesses, and perpetrators. The project will be community-led and survivor-informed, tailored to the intersectional challenges faced by individuals affected by interpersonal and collective violence, and emphasize sustainable solutions by pairing structured capacity strengthening with direct service provision of local entities. ESSENTIAL RESPONSIBILITIES: The Social Inclusion and Outreach Specialist will ensure appropriate and equitable integration of gender and social inclusion considerations across different stakeholder groups and those activities focused on data use protocols and coordination mechanisms, including approaches that measure and address the intersectional impacts faced by key populations (e.g., LGBTQI+, young persons with disabilities, or young men who are both witnesses to and perpetrators of violence). The specialist will develop strategies for more inclusive engagement across the projectโ€™s activities, and appropriate messaging strategies that utilize the channels most pertinent to priority populations affected by violence. Other responsibilities include: Lead drafting of inclusive messaging strategies to target populations in ways that are sensitive to their unique experiences based on age, sex, and other factors. Integrate evidence-based practices in prevention and protection from other countries and adapt to the Jamaican context. Initiate collaboration with the private sector, alongside the Deputy Chief of Partyโ€”including media agenciesโ€”to support and effect behavior change interventions. Integrate experiential learning into Civil Society Organization (CSO) initiatives, so that training and messages are acted upon, creating a positive feedback loop for sustainable behavior change. Ensure that activities focused on data use protocols and coordination mechanisms, including approaches that measure and address the intersectional impacts faced by key populations (e.g., LGBTQI+, young persons with disabilities, or young men who are both witnesses to and perpetrators of violence). Ensure that activities and outreach are done to ensure the needs of survivors of violence are met. Coordinate all relevant activities in close partnership with government and local Non-Governmental Organizations (NGOs). Ensure that all project activities and approaches holistically integrate Gender and Social Inclusion (GESI) principles and reduce the specific barriers faced by key populations. Work with government and civil society counterparts, as well as project-sourced experts, to standardize referral mechanisms and other procedures for victim identification and comprehensive care of victims of violence. Lead the design and implementation of continuous, context specific GESI analysis as well as the integration of learnings into the projectโ€™s GESI policy, principles, and strategy. Develop and regularly update the projectโ€™s GESI Action Plan and activity-specific guidelines on the incorporation of GESI principles. Coordinate and promote discussions on best practices and learning with external stakeholders. Engage with local organizations to expand services for LGBTQI+ communities and expand mobile legal aid clinic. Prepare reports and track implementation progress. Design communication and engagement strategy informed by GESI analysis and engage media to craft packages of behavior change materials. Conduct mapping of services by hotspot and inclusiveness. Other duties as assigned. QUALIFICATIONS AND REQUIREMENTS: Education: Bachelorโ€™s level degree or higher required in international development, education, gender and inclusion, sociology, or related fields. Experience: At least 8 yearsโ€™ experience in social inclusion programming. Knowledge and experience in GESI programming under violence prevention, human rights, or community development. Strong understanding of issues faced by marginalized populations including LGBTQI+, young persons with disabilities, or young men who are both witnesses to and perpetrators of violence. Experience in conducting assessments, monitoring and evaluation, strong analysis and writing reports. Practical experience and knowledge of community-based safeguarding and protection approaches, including experience in participatory approaches and methodologies. Experience working on projects funded by USAID or other international donors preferred. SKILLS: Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability, status, ethnicity, religion, sexual orientation, gender identity or other marginalized status. Excellent written and oral communication skills. Strong management, communication, and negotiation skills with ability to coordinate and liaise with multiple partners and stakeholders to collect and share data. Fluency in English required.
