NRC is looking for aย Shelter and Settlements Adviserย to join theย Iraq Mission.ย The role holder willย be responsible for delivering quality infrastructure projects through mixed modalities across all area offices, integrating with other core competencies.

ย What You Will Do

Support development of, review and provide final sign-off of AO developed Bill of Quantities (BoQs), Scope of Works (SoW), drawings, designs etc, Support the implementation of the infrastructure component of the S&S programs with production of relevant Standard Operating Procedures (SOPโ€™s) for all infrastructure types and implementation modalities, where required, Provide training, guidance and strategic direction to field engineers engaged in implementing S&S projects, Support in recruitment of S&S Staff at AO level, Provide technical support and foster two-way collaborative relationships with the S&S Infrastructure implementation teams. This includes regular visits to the different Area Offices and leadership of the Community-of Practice that brings together S&S/Infrastructure teams,ย  Undertake and document quality control and follow up, with a focus on:ย  Needs assessments, Quality Assessment, Feasibility studies, Cost benefit analysis, technical standards, Monitoring and Evaluation, through harmonisation and strengthening of M&E tools, Strengthen synergies with other technical sectors particularly legal assistance and Livelihoods, Strengthen synergies between the S&S and Advocacy strategic objectives, Liaise with various government bodies to ensure infrastructure rehabilitation is aligned with government plans and adheres to or exceeds government standards, in particular Ministry of Water Resources (MoWR), Directly liaise with Infrastructure expert assigned for the programme by the donor and other donor staff where required, Contribute to global and regional programme initiatives including cash-based interventions, Durable Solutions initiative, regional workshops, Shelter and Settlements Development Plan, WASH Development Plan, Energy and NRCโ€™s โ€˜greening the orangeโ€™ initiative, Ensuring safe programming and protection mainstreaming within the infrastructure activities of the S&S programs, Represent NRC at relevant Iraq level inter-agency coordination and bilateral meetings, and as delegated by line manager, Matrix management of the S&S Technical Coordinators to support development of work plans, managing workload and performance management, Provide technical support and capacity building to AO staff on S&S soft components such as Adequate Housing and behaviour change, Work closely with the HLP/ICLA advisor to identify and implement synergies and IP opportunities across both CCs.

Bachelorโ€™s in engineering (Architecture, Civil, Water Resources, or any other related field), Minimum of 5 years of relevant work experience in Environment, WASH, Shelter, or Infrastructure development projects, Working Knowledge of KFW rules and regulations Knowledge of ESM frame works Knowledge of NRCโ€™s tools, processes, and procedures Experience from working in complex and volatile contexts, Experience from working as a technical coordinator/managerย in a humanitarian/recovery context, Understanding of Iraqi laws and statutory requirements related to construction, environmental and agriculture, Wide knowledge of the NGO operations and the dynamics of the humanitarian sector, Fluency in English and Arabic, both written and verbal.ย  Keen sense of compliance with policy and procedure Documented results related to the positionโ€™s responsibilities,
