We are currently seeking qualified candidates for the position of Senior Technical Advisor, Environmental Crimes for an anticipated USAID Natural Resource Security and Governance (NRSG), Save Forests and Biodiversity Project. The five-year project seeks to strengthen environmental resilience by reducing environmental crimes and unsustainable environmental practices, developing the natural resource sector, and strengthening natural resource governance. This position is subject to project award and funding.
The Senior Technical Advisor, Environmental Crimes will support the Technical Director in ensuring that the Project’s environmental crimes component is successfully delivered throughout the life of the project. S/he will play a key role in delivering the project’s commitment to tackling and reducing environmental crimes and unsustainable environmental practices. The role will have an element of enhancing the capacity of frontliners in and establishing incentives for environmental law enforcement, building on the capacity building activities of past USAID activities and the Philippine government. S/he will lead the initiatives in strengthening the legal, policy and regulatory frameworks for natural resource management, and promoting the widespread application of environmental and social safeguards.
- Monitoring and assisting with the provision of reporting on key activities that leads to environmental crimes and actively promoting initiatives that will address and reduce environmental nuisance.
- Collaborate with other team members and engage with local government units, individuals and community groups to address environmental crimes in achieving the project’s goals.
- Carrying out a range of engagement and enforcement duties to crack down environmental crimes.
- Assisting with the maintenance and development of Environmental Crimes related Systems and Controls.
- Documentation of Policies and Procedures.
- Providing advice and guidance to team in relation to Environmental Crimes Related matters.
- Master’s degree or its international equivalent in environmental governance, public policy, biodiversity conservation, protected area management, climate change or other relevant discipline.
- 8-10 years of technical experience working on public policy, environmental crimes and environmental governance in Philippines and/or Southeast Asia.
- Practical experience working on environmental crime enforcement (investigation, prosecution and prevention) and liaising with key international and domestic stakeholder groups including government entities, judicial systems, international development and enforcement organizations, civil society groups, among others. Capacity building a plus.
- Demonstrated understanding of the drivers of transnational conservation crimes and the existing strengths and weaknesses of regional mechanisms for coordination and collaboration to combat these crimes.
- Demonstrated understanding of the gaps to effective environmental crime enforcement and sanctioning domestically and at a transnational/regional level.
- Recent experience working with stakeholders on environmental crime related projects in Philippines and/or Southeast Asia.
- Experience reviewing and analyzing environmental policy/laws/legal frameworks
- Experience with sub-national level capacity building of government agencies.
- Proven experience facilitating dialogue across public and private sector stakeholders.
- Excellent oral and written communication skills in English; knowledge of Filipino preferred.
