This is a temporary assignment with a duration of 6 months.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations.

Introduction

The temporary post located in Caracas, Venezuela, is part of the DWT/CO Lima and is attached to the Freedom of Association Unit in the NORMES Department and to the Social Dialogue Unit in the GOVERNANCE AND PARTNERSHIP Department. The Country Office for Andean countries, based in Lima, is responsible for providing technical assistance to the Organization's constituents in Venezuela, in accordance with international labour standards.

The position is responsible for advising on the proper functioning of the social dialogue spaces that operate in Venezuela, with the objective of complying with the recommendations of the ILO Commission of Inquiry, especially related to the application of Conventions 26, 87 and 144. Its mission is also to develop and apply programmes and tools that strengthen the technical capacity of ILO constituents in Venezuela, to plan and develop social dialogue, implement methodologies to build agreements and mechanisms for monitoring and reporting on compliance with them. He/she will be responsible for creating and maintaining opportunities for collaboration with the UN Resident Coordinator's Office, with other international agencies relevant to the mandate and objective of the area of work, as well as with academic and research institutions and development partners that contribute to strengthening the work in the areas of the mandate assumed.

The incumbent will report to the Director of DWT/CO Lima and will receive technical guidance and advice from the NORMES and GOVERNANCE Departments at headquarters.

Description of Duties

  • Coordinate the technical assistance provided by the ILO in Venezuela, particularly in the planning, development and follow-up of the agreements that the ILO constituents define in the tripartite social dialogue forum pursuant from the decisions of the ILO Governing Body regarding the recommendations of the Commission of Inquiry.
  • Support the coordination of the activities contained in the RBSA.
  • Promote and facilitate the tripartite social dialogue processes to be carried out in order to comply with the agreements of the social dialogue forum.
  • Support the preparation of internal reports on the development of social dialogue and its contribution to compliance with the recommendations of the ILO Commission of Inquiry.
  • Identify development cooperation partners, particularly within the United Nations system, and collaborate with them in the formulation, coordination and implementation of activities in the technical field of their expertise and functions assigned to them.
  • Coordinate with the technical teams of DWT/CO Lima, ROLAC and Technical Departments at Headquarters for the development of tools, guidelines and technical materials in the area of social dialogue, governance and compliance with international labour standards.
  • Maintain a constant dialogue with ACTRAV and ACTEMP, to report on progress and difficulties, and identify actions to support the strengthening of the capacities of employers' and workers' organizations in the country.
  • Provide technical assistance to promote knowledge and development of the principles and contents of International Labour Standards, especially Conventions 26, 87 and 144.
  • Support the Director of the Andean Office in the coordination of the technical assistance provided by the Office to its constituents in Venezuela.

    Required qualifications

    Education

    Advanced university degree (master's degree or equivalent) in law or political science. In lieu of an advanced university degree, a first degree (bachelor's degree or equivalent) in one of the above disciplines will be accepted, with an additional two years of relevant experience in addition to the experience listed below.

    Experience

    At least ten years of experience in social dialogue and freedom of association, including international experience. Experience in the country or sub-region will be considered an asset.

    Languages

    Excellent command of Spanish and English.

    Specific competencies are: experience in working in politically complex environments; ability to achieve results; strong diplomatic skills; demonstrated and recognized leadership or technical skills in achieving objectives; ability to prepare ILO strategy reports to promote social dialogue; ability to provide policy advice; and ability to coordinate activities across technical and programmatic areas.

    Demonstrated ability to communicate and collaborate effectively; lead and work as a member of an interdisciplinary team; take initiative, show leadership skills and act with discretion, common sense and courtesy; be accountable for results achieved; and work under tight deadlines. Ability to work in a multicultural environment with a gender-sensitive and non-discriminatory attitude.
