Introduction

The ILO seeks to recruit the services of a Project Technical Officer for the implementation of the Project on โ€œSupport to Free Movement of Persons and Transhumance in the IGAD Region Phase II (FMPT II)โ€ financed by the European Union (EU). The project is implemented in close collaboration with the Inter-Governmental Authority on Development (IGAD) secretariat particularly health and social development division and IGAD centre for Pastoral and Arid Land Development (ICPALD).

The overall objective of the Free Movement of Persons and Transhumance phase II (FMPT II) is deepening regional integration in the IGAD region by supporting IGAD and its Member States in effectively implementing a regime of free movement of persons and transhumance in the region as well as by advancing labour migration and mobility governance in and outside the region. To this end, the project aims to strengthened capacities of IGAD and Member States to ratify and domesticate the IGAD Protocol on Free Movement of Person and the Protocol on Transhumance and ensuring decent work for migrant workers, through the application and implementation of relevant provisions of the IGAD protocol on Free Movement of Persons and the Djibouti Declaration on Labour, Employment and Labour Migration.

The incumbent will be based in Djibouti City, Djibouti, and travel to IGAD Member States to facilitate and support implementation of project outputs and activities. Within the policy and procedural requirements established by the ILO and the project, the Project Technical Officer will closely work with and provide technical support and guidance to the IGAD secretariat, its Member States, external collaborators, and partners in the implementation of the activities of the project. The incumbent will assist promoting ILO policies on Free Movement of Persons, Labour migration and mobility, transhumance and ILO decent work and social justice agenda.

Reporting lines

The incumbent will work under the direct supervision of the projectโ€™s Chief Technical Advisor (CTA).

Assist the project chief technical advisor in the implementation of the project by providing technical guidance and inputs in the design, implementation, monitoring, and evaluation of project activities as per the work plan of the project. Support the national project coordinators to ensure conformity with ILO policies and project strategies, programming guidelines and office procedures and practices Provide technical advice and support to concerned governments, employers' and workers' organizations, non-governmental organizations, and other project stakeholders in the area of free movement of persons, transhumance labour migration and mobility governance regional integration. Facilitate and support the work of external collaborators, service providers and implementing partners in in conducting research, integrating technical inputs and comments from the ILO and other relevant stakeholders. develop training materials and conduct national and regional training programmes, workshops, consultative meetings, seminars, and awareness raising sessions on free movement of persons, transhumance, labour migration and mobility governance based on the project work plan. Produce and ensure delivery of quality technical documents such as background notes, assessment reports, thematic papers, policy briefs, training materials, guidelines and tools developed by the project. Ensure proper documentation, publication, dissemination, and use of knowledge products developed by the projects. Follow up regular monitoring, data collection and analysis of implementation of project activities as per the monitoring and evaluation plan of the project and ensure proper documentation of progress, challenges, and lessons learned.

Proactively follow up on day to day implementation project activities, identify problems, propose solutions, and take timely follow up action in close collaboration with the CTA, project team, IGAD secretariat and project focal persons to expedite implementation of activities. draft periodic reports, activity reports, project briefing notes and other ad-hoc reports on the implementation of project activities, in line with the logical framework and M&E plan of the project and requirements of the ILO and the donor. Under the guidance of the chief technical advisor strengthen ILOโ€™s relationships and cooperation with the government of Djibouti and its key ministries and partners particularly the Ministry of Labour, as well as employers' organization, workers' organizations, and sister UN agencies. Understand and promote ILO policies regarding labour migration, employment creation, skills recognition, protection, forced labour, equality of opportunity and treatment for women and men, and the relevant International Labour Standards. Enhance communication and visibility of the project by closely working with the ILO and IGAD communication team and other key stakeholders. Perform other duties as may be assigned by the CTA and CO-Addis Ababa.

Required qualifications

Education

Advanced university degree (Masterโ€˜s or equivalent) in development studies, economics, and other related social science fields. A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of professional experience, of which at least three years at an international level, on labour migration, Free Movement of persons, Transhumance, and regional integration, preferably at regional or sub-regional level. Proven capacity working on multi-country technical cooperation programmes and projects. Previous experience with the UN agencies and NGOs is an added advantage.

Languages

Excellent knowledge of French and English.

Ability to provide technical advice, guide and coordinate the work of external collaborators, national project coordinators and implementing partners Ability to conceptualize and design research techniques and analyse complex cross national practices and date sets Ability to organize and facilitate training workshops and seminars at regional level Ability to draft reports and prepare training materials and guidelines related to program development and implementation Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes. Proficiency in basic computer software (Microsoft Word, PowerPoint, Excel, and WP). Solid field experience in designing and implementing project activities, preferably in the fields of labour migration, skills development, and/or employment. In depth knowledge and understanding about labour, employment and migration dynamics in the Horn of Africa. Ability to work under political and time pressure and meet deadlines Good interpersonal skills and ability to work in a team. High standards of integrity, professionalism, personal discipline and impartiality.

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
