Standard Job DescriptionSenior Recruitment Associate Organizational Setting and Work Relationships The Affiliate Partnerships and Recruitment Section (APRS) functions under the Assignments and Talent Mobilization Service (ATMS) of the Division of Human Resources (DHR). DHR is a strategic, trusted and innovative partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and wellbeing for all. Within this context, APRSยฟ mission is to ensure that UNHCR can attract the best talent and the right person for the right job. The Section is responsible for: (i) Mobilizing talent, leading and facilitating the effective alignment of talent supply and demand, and the implementation of a recruitment strategy that enables UNHCR to aptly respond to current and future staffing needs for international professional positions. Managing profile-based recruitment (Talent Pool), Group 2, all external recruitment programmes (Job Openings and Temporary Appointments) as well as internships. (ii) Managing the key process of onboarding (letters of offers) for short-term and fixed-term appointments in the international professional category, as well as proactively identifying, mitigating and preventing risks in recruitment through the systematic due diligence processes of grading and reference checks. (iii) Providing policy support and guidance and contributing to UNHCRยฟs oversight and effective management of its affiliate workforce including the UNV Programme, ICAs (UNOPS), Individual Consultants, Contractors, the JPO Scheme and Partnerships. Under the guidance and supervision of the Head of Unit, the incumbent works independently on regular assignments. The incumbent keeps frequent contacts with candidates and hiring managers and plays a key role in the provision of guidance and advice to candidates and managers on recruitment policies and procedures. The incumbent may supervise some support staff. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties Recruitment and Outreach - Actively participate in various outreach activities, including missions; explore ways, channels, events and platforms to attract and identify the most suitable candidates in terms of skills and competencies, while focusing on diversity considerations and promoting UNHCR as an employer of choice. - Within his/her area of expertise, provide substantial contribution to the development of communication materials, concept notes, policy papers, summaries, strategies, proposals, reports and analyses. Uphold the highest standards in communicating with clients and partners, both internal and external. - Build, develop and nurture a talent pool of the best and diverse candidates, to be proposed for Temporary Appointments. - Analyse job requirements and screen the best candidates for Job Openings. - Ensure effective workforce recruitment that is based on well-defined recruitment SOPs and criteria. - Engage with hiring entities and partners to strengthen business relationship between DHR and various divisions/bureaux. - Liaise with and assist hiring managers in getting the best candidates for their vacant positions in a timely manner. Exercise oversight and mitigate the risk of recruiting candidates who do not meet the professional standards and the values of the Organization or who could create a reputational damage to it. - Keep abreast of new recruitment techniques, innovative recruitment solutions and new approaches/trends in the recruitment market, liaise with UN agencies, partners and other international organizations to benchmark best practices and contribute to the elaboration of proposals to improve workforce engagement and/or to improve processes and efficiency. - Provide data and analysis to review and evaluate the relevant programme implementation from beginning to end, and draft reports to support effective decision making. - Provide guidance to other UNHCR entities and managers about the different phases of recruitment and on UNHCR/UN policies related to HR and recruitment. Affiliate Partnerships - Establish and maintain working relationships with existing and new partners and identify opportunities for collaboration. - Monitor Key Performance Indicators and undertake regular service level reviews in the provision of services (recruitment, on-boarding, benefits administration). - Review legal agreements between UNHCR and its partners, ensure compliance with UNHCR policies and procedures. - Liaise with internal compliance authorities, e.g. Inspector Generalยฟs office, Internal Audit, Legal Affairs Service. Risk and Oversight - Monitor and report on compliance to policies and operational risks. - Provide technical inputs to the elaboration or revision of policies. - Conduct research and analysis on recruitment risk management and oversight findings. - Establish the recruitment grade and step of newly recruited staff; as well as the grade and step of General Service staff members upon conversion into the international professional category in conformity with UNHCRยฟs recruitment policies. - Maintain close collaboration with the OneHR Centre and participate in the exchange of risk management practices within the UN System, while adhering to the MOU terms and SLA. - Identify and evaluate potential risks and compliance, include the use of historical data. - Build capacity of subordinates in the domain of risk management and oversight. - Conduct all reference checks and prepare offer letters for recruits in the international professional category. - Display good customer service towards all actors involved in the recruitment process. The Senior Recruitment Associate functions under the direct supervision of the Recruitment Officer. The Recruitment Unit is continuously looking for talented, motivated, and passionate individuals who bring knowledge, innovative thinking and different ideas to enhance our capacity to serve people of concern to the organization.
The position of Senior Recruitment Associate requires someone who can manage specific recruitment challenges to make sure that UNHCR needs for diverse workforce runs with the dynamic changes of the organization. He/She will mainly be responsible for maintenance of the Evergreens (UNHCR Talent Pools) and external recruitment of temporary international professional vacancies which includes screening, advice and support to ensure that the recruitment process is conducted in accordance to the organizationโ€™s rules and procedures. The Senior Recruitment Associate will have regular and direct contacts with managers (regarding filling posts in their areas), often advising on possible options open to them, with candidates and with functional units (regarding clearances).
The incumbent may deputize the Recruitment Officer in his/her absence. As the Recruitment Unit deals with a high workload and demanding work environment, good management skills are vital for the incumbent in order to succeed and achieve RUโ€™s goals and objectives.
The Incumbent should possess drive, self-awareness, capacity to take initiatives and decisions, be result-oriented, have flexibility to work in fast-paced environment and have effective teamwork skills. Additionally, he/she should have the ability to work creatively and multitask under limited supervision, with self-motivation and positive attitude. The incumbent must have high professional integrity with solid management skills.

Recruitment as a UNHCR staff member and engagement under a UNHCR affiliate scheme or as an intern is subject to proof of vaccination against Covid-19.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.

Benefits:
Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
