Terms of Reference1. General Background

Since 2007 UNHCR Private Sector Partnerships Service (PSP) has been running successful fundraising programs in several Asian markets. In 2025 PSP aims to raise a minimum of HKD 108 million from the Hong Kong market.
Hong Kong was the first PSP office in Asia and operates in a highly competitive market. Despite the competition the office has experienced year on year growth and operates a diverse new donor recruitment programme that covers face to face, online and direct response television fundraising activity. Due to the size of the database and the diversity of the audiences recruited, the office also operates a complex donor retention strategy.
To support the continued growth of PSP Hong Kong and ensure that donors are effectively developed and retained to maximize value for UNHCR Hong Kong, PSP Hong Kong now requires a UNOPS PSP Assistant (Donor Development) to work alongside the existing team and to provide high-efficiency donor development and deliver engaging donor communications.
Reporting to and supervised by the Assistant PSP IG Officer (Donor Care), this position is responsible for executing a range of donor development programmes through digital and offline channels, including email marketing, SMS/MMS, WhatsApp, telemarketing and direct mail. These initiatives are the essential to be taken to achieve the annual goal to increase the overall donation income from existing donors.
This position is a UNOPS position with a contract which is renewable each calendar year.
2. Purpose and Scope of Assignment

Under the supervision of the Assistant PSP IG Officer (Donor Care), the incumbent's responsibilities will include:
โข Under the supervision of the Assistant PSP IG Officer - Donor Care, to work closely with UNHCR and supporting the implementation of the Donor Care Programme of UNHCR's Private Sector Partnerships Unit, with a particular focus on donor development
โข Support the initiation and execution of donor engagement activities and enhancing donor development performance through WhatsApp
โข Explore e-commerce opportunities on emerging digital channels, provide data support and insights to the supervisor
โข Assist the supervisor in implementing donor development strategies to increase donor loyalty and lifetime value
โข Support the development of digital donor communications content for individual giving donors
โข Assist in following up with donors via phone, post and email regarding donation transactions and donor inquiries
โข Conduct telephone fundraising campaigns as required
โข Undertaking other duties as assigned by the supervisor
3. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)
Completion of Territory Education, degree is desirable in Communications, Marketing, Digital Marketing, Business Administration, or a related field. Candidates with a degree in other disciplines with a proven relevant professional record will also be accepted.
b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
โข Minimum 1 year working experience for high school diploma and 0 year of experience for bachelorโs degree
โข Experience in handling donor/customer inquiry by phone and/or email
โข At least 1 year proven experience in fundraising work related to donor development and marketing, gained in Hong Kong fundraising market.
