Org. Setting and ReportingThis position is located Office of the Executive Secretary of ECLAC. The Senior Public Information Officer reports to the Executive Secretary. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. ResponsibilitiesWithin delegated authority and depending on location, the Senior Public Information Officer may be responsible for the following duties: โ€ข Monitor and analyze current events, the press and public opinion, to identify issues and trends at global and regional levels. Based on this analysis, advise the senior management of ECLAC on strategic communications, public outreach and campaigns, crisis communications and reputational issues. โ€ข Conceptualize, design and lead the implementation of the overall communication strategy, programme and activities in line with the UN Global Communications Strategy to: keep the public informed of the Commission's goals and activities; promote its branding and positioning in national, regional and global media; secure public endorsement for ECLAC's mandate; and mobilize action in support of ECLAC's work.Prepare communication strategies for the Commission's main intergovernmental events and its participation in UN Global Events and other relevant fora at global, regional and national levels. โ€ข Serve as lead spokesperson for the public information programme; provide technical and policy advice on highly complex public information and communications issues; develop and disseminate best practices. โ€ข Manage and execute the work programme of the Unit under their responsibility. Carry out programmatic/administrative tasks necessary for the functioning of the Unit, reporting on budget/programme performance, preparing inputs for results-based budgeting, Lead and direct a team of public information officers; plan and allocate work assignments; coach, mentor, and evaluate staff; participate in recruitment and selection of new staff and in the development of training programs. โ€ข Oversee the preparation, from research to publication, of ECLAC's newsletters, periodicals, reports and books and ensure broad dissemination. โ€ข Conduct sensitive political liaison work; create and maintain networks of high-level communications contacts with broadcast media, the press, social media outlets, governmental agencies, international institutions and other groups and organizations in civil society (non- governmental organizations (NGOs), businesses, community organizations, women's groups, etc.); represent the organization in important meetings, conferences, events, etc.; promote joint public relations ventures. โ€ข Contribute to development of institutional public relations policies. โ€ข Assess the overall effectiveness of the communication strategy and programmes and make needed changes in approach and technique. โ€ข Provide diverse materials (briefings, speeches, questions and answers) for use by senior officials, develop or overall see development of high-profile multi-media communications campaigns; set quality and production standards for information dissemination. โ€ข Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. โ€ข Ensures that everyone can discover, access, integrate and share the data they need. EducationAdvanced university degree (Master's degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Studies in economics are desirable. Work ExperienceA minimum of ten (10) years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required. Relevant experience in communication strategies using social networks is required. Experience in data analytics or related area is desirable. Experience working in an international organization is desirable. Experience working in Latin America and the Caribbean region is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat and Spanish is a working language of ECLAC. For the position advertised, fluency in both English and Spanish is required.
