Org. Setting and ReportingThis position is located in the Subregional Headquarters for the Caribbean of the Economic Commission for Latin America and the Caribbean (ECLAC), located in Port of Spain. The Chief of the Subregional Headquarters reports to the Chief of the Subregional Headquarter. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. ResponsibilitiesWithin delegated authority, the duties of the Deputy Chief, Policy Coordination and Resource Mobilization are likely to fall mainly into the two functional areas identified below but all are also likely to embrace a number of programme support responsibilities Intergovernmental support โข Provides direct substantive support on development issues to intergovernmental bodies (such as the General Assembly, the Economic and Social Council, the regional commissions and the subsidiary bodies of each) by offering strategic advice, giving technical guidance and assisting in developing a consensus. โข Manages the work unitโs contribution to the preparation and management of meetings of intergovernmental bodies. โข Represents the organizational unit at international, regional and national meetings on development issues. Technical cooperation โข Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on development issues and policies. โข Develops and maintains strategic partnerships with multilateral institutions, academia, civil society, and the private sector to enhance policy dialogue, knowledge exchange, and technical cooperation. โข Negotiates with donor and recipient governments on technical assistance programmes and projects. โข Organizes and coordinates cooperation among Member States on economic, social, environmental programmes or other development issues. โข Promotes and coordinates international cooperation initiatives, including the mobilization of financial and technical resources to support the Caribbean Headquartersโ mandate and strengthen institutional capacities. โข Represents the Organization at international and regional forums, seminars, and negotiations, strengthening its visibility and positioning as a trusted technical partner. โข Leads or participates in technical cooperation missions. Programme support โข Functions as the head of an organizational unit. โข Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours. โข Attends to various administrative matters concerning the larger organizational unit (Section or Division). โข Performs other related duties as required. EducationAdvanced university degree (Masterโs degree or equivalent) in economics, development studies or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. A minimum of seven years of progressively responsible experience in at least one of the following areas is required: international cooperation, sustainable development, or public policy. A minimun of seven years of demonstrated experience in resource mobilization and managing cooperation portfolios with bilateral and multilateral donors is required. Experience in coordinating or leading international conferences, policy forums, or inter-agency processes is desirable. Experience in data analytics or related area is desirable.
