Standard Job DescriptionSenior Partnership Officer Organizational Setting and Work Relationships UNHCR's mandated responsibility for finding solutions to refugee situations has long required stronger cooperation with a variety of partners and the inclusion of persons of concern within national strategies and the SDGs. Notwithstanding the Office's efforts over many decades, the proportion of refugees and internally displaced persons in protracted displacement situations and/or without opportunities for integration remains high. Moreover, the diminishing number of people who have found durable solutions constitutes a worrying trend that has persisted in recent years. The increasing scale of mixed and large scale refugee movements, and its impact on economic growth vs. national cohesion have placed forced displacement high on the global agenda. These elements generated the realization that even in countries with well-developed and moderately-developed economies, humanitarian assistance alone is not sufficient to make a difference in the life of people of concern leading towards sustainable solutions and full integration in the society. UNHCR must engage in developing a wide coalition of governmental, non-governmental, faith based and other non-traditional partnerships to enable a comprehensive search for solutions to refugees' and other displacement situations, including in the protracted context, which would also mobilize national communities in host countries for this purpose. The Global Compact for Refugees frames a new approach towards a more predictable and equitable responsibility-sharing, recognizing that a sustainable solution to refugee and other displaced situations cannot be achieved without international cooperation in support of comprehensive refugee response framework that would ensure a whole of society approach. Within the context outlined above, the role of the Senior Partnership Officer is to facilitate UNHCR's engagement and cooperation with multiple stakeholders currently implementing or who have the potential to advocate for and/or implement medium term programmes assisting local communities and UNHCR's population of concern and have the ability to positively influence the social and political environment. It is anticipated that these programmes will grow in significance in future years due to the greater importance attached to addressing protracted displacement situations, including the expectations under the Agenda 2030. The role the Senior Partnership Officer will be pivotal to a) identifying opportunities for developing multiple stakeholder partnerships with International, Regional and State entities, municipalities, civil society, NGOs, development institutions, academia, the private sector, etc.; b) promoting UNHCR objectives and strategies with partners; c) ensuring that populations of concern are integrated within national policies and SDGs and that national actors are supported to do so; and, in doing so d) ensuring complementarity between UNHCR's work and the objectives pursued by a variety of stakeholders. For that reason, the Senior Partnership Officer will work under the overall supervision of the senior management to ensure that the UNHCR strategies are implemented through innovative partnerships, identifying the most effective partners, proactively engaging with and ensuring the involvement of partners in the strategy and supporting the field in all these aspects. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Conduct research, analysis and advise accordingly the operation(s) on identifying partners that are able to engage with long-term political, economic and social planning that will define the opportunities for inclusion of populations of concern to UNHCR as well as more sustainable and whole-of-society approaches to refugee and stateless protection and solutions management. - Support building relationship in partnerships with International, Regional and State entities, regions and municipalities, NGOs, faith-based organizations, academia, workersยฟ and entrepreneursยฟ organizations, development actors, private sector, etc. - Map and develop partnerships and networks with a variety of partners to influence the policy dialogue with governments on institutional arrangements related to sectors, locations and programme content of consequence to UNHCR and persons of concern. - Work with a variety of interlocutors to incorporate populations of concern to UNHCR into the design, implementation, monitoring and communication arrangements of projects and interventions to achieve positive impact on their situation. - Ensure coherence, where relevant, across operations in how they engage in terms of multiple stakeholder partnerships (e.g. messaging, policies, etc.). - Process and analyse knowledge and data from country operations to support planning, policy and advocacy at the regional and HQ level. - Ensure that partners are provided relevant knowledge and data to influence their planning, programming and advocacy around resilience for and inclusion of UNHCR persons of concern. - Facilitate coordination, collaboration and the sharing of knowledge, best practices and lessons learned, internally in UNHCR both within HQs and across UNHCR operations globally- and with a variety of partners. - Support training activities for the staff of UNHCR and a variety of partners aimed at achieving greater coordination, effectiveness and synergies in terms of multiple stakeholder partnerships. - Perform other related duties as required. Desired Candidate Profile Excellent analytical and drafting skills are required for this position, in addition to previous experience in mobilizing development and/or private sector financing. Besides networking abilities and critical thinking, stakeholder mapping, and analysis skills are essential. Strong operational experience in protracted displacement situations or previous experience in private sector engagement or development is an asset.

A minimum of 8 years of demonstrated experience in partnership development and resource mobilization is required, including at least 4 years of direct collaboration with International Development Agencies. A good understanding of the World Bank Group, especially the International Finance Corporation, is required. Previous experience in private sector fundraising and partnerships is an asset. The incumbent must have demonstrated experience in donor relationship development and management. Preference will be given to candidates with knowledge of another UN language in addition to English.

Nature of Position:

Against the background of the Global Compact on Refugees (GCR), the Division of Resilience and Solutions (DRS) has engaged in partnerships with development actors to support and enhance the inclusion of the people UNHCR care for, in economic opportunities available in hosting areas. In December 2022, UNHCR and the International Finance Corporation (IFC) signed a Collaboration Arrangement to set up a Joint Initiative on Creating Markets in Forced Displacement Contexts. The goal of the Joint Initiative is to support and seek solutions for forcibly displaced people and host communities through private sector engagement, with the objectives of creating inclusive economic opportunities for people affected by forced displacement by designing, funding, and piloting innovative, impactful, and scalable private sector solutions, and establishing thought leadership on private sector engagement in forced displacement contexts through a strong knowledge base of operational lessons and promoting knowledge exchange among key players in the field. The Joint Initiative will facilitate the engagement between stakeholders, especially IFC and UNHCR teams, but also relevant actors who could play a role in private sector engagement for people affected by forced displacement.

As part of the joint team, and under the supervision of the Deputy Head of the Joint Initiative, the Senior Partnership Officer will map existing partnerships and networks related to private sector engagement in forced displacement contexts and advise the leadership of the Joint Initiative on the management of these partnerships. S/he will keep abreast of interesting events organized by other stakeholders and advise on the Joint Initiativeโ€™s engagement. S/he will advise on potential collaborations with the Joint Initiative, especially with development agencies and NGOs, and liaise with UNHCR, IFC and other partners of the Prospects Partnership to identify potential synergies with the Joint Initiative. The incumbent will ensure members of the Development Partners Group (DPG) receive the required information and are updated on a regular basis on the Joint Initiative activities. In collaboration with DER, s/he will support the Joint Initiative fundraising efforts. In collaboration with UNHCRโ€™s Private Sector Partnerships Service (PSP), the incumbent will identify opportunities for private sector engagement among the pledges made by the private sector during the 2019 Global Refugee Forum (GRF) and develop a work plan for events on PSE, including roundtables and workshops in preparation for the 2023 GRF.

Living and Working Conditions:

Climate in Istanbul: The inhabitants of Istanbul enjoy all four seasons. The characteristic weather is a cooler version of the Mediterranean climate. The summer months between June and September are very hot in Istanbul. The humidity is also very high. The average temperature during summer is 28C with relatively dry weather. The winter season in Istanbul is cold, wet and snowy, but the temperature remains above the freezing point. The wind can also be very strong especially in autumn. Light jackets are always recommended due to unstable weather conditions.

Particularly the central areas of the big cities in Tรผrkiye are not very different from any other Western city. There is a good choice of hotels in Ankara and Istanbul but the choice is somewhat limited in many other parts of the country, except for summer resorts. The prices of hotels are subject to continuous changes due to domestic inflation and changes in the value of the Turkish Lira on foreign exchange markets.

The usual practice for renting an apartment is to consult real-estate agents or advertisements in the local English language newspaper.

The main cities have a number of hospitals where well trained specialists and surgeons in all branches of medicine can easily be found. Prescribed medicines are not always available in the hospital and may need to be purchased from a pharmacy.

Private clinics are generally well equipped and offer services of an acceptable quality. There are also private hospitals of top international standards in Ankara and Istanbul. The number of this type of hospitals is increasing day by day. Laboratory tests are available both in these hospitals and in established private laboratories.

There are only a few schools in Tรผrkiye that cater to foreign residents. These range from kindergarten through primary to high school level. Courses are in one or more foreign languages although some subjects are taught in Turkish in some schools.

The general security situation remains calm and stable. On 6 February 2023, two powerful earthquakes of 7.7 and 7.5 magnitudes struck in south-eastern Tรผrkiye in the province of Kahramanmaras. The earthquakes have claimed thousands of lives and caused untold destruction to homes and infrastructure across the region. Level 2 Emergency for Tรผrkiye and Syria were declared. This Level 2 emergency declaration will remain in force for a period of six months and will expire on 8 August 2023. Under exceptional circumstances, the AHC-O may recommend a three-month extension following consultations with the Regional Bureau.
