1. General Background:

The Senior Registration Assistant is a member of the Registration team. The Senior Registration Assistant is responsible for supporting all activities related to registration, which may also include functions related to reception, filing,data entry and data management. The incumbent provides counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements. S/he liaises closely with protection staff and partners to ensure timely identification and referral of persons of concern for protection follow up. The Senior Registration Assistant may assist in compiling and analysing information related to registration activities in the operation. The Senior Registration Assistant may provide interpretation and/or translation services in cases for which s/he has the required language competencies. The incumbent shall act as a team leader in the field during remote registration exercises, support the Associate Registration Officer in coordinating field activities with GoS and other stakeholders.

2. Purpose and Scope of Assignment:

Accountability

• UNHCR's Registration Standard Operating Procedures (SOPs) are implemented in accordance with relevant UNHCR standards and policies.
• Persons of concern have fair and transparent access to registration procedures.

Responsibility:

• Assist in the implementation of registration strategies and methodologies for populations of concern.
• Provide on-site technical support to the assigned registration team.
• Conduct registration interviews in accordance with Local SOPs, registration standards and guidance.
• Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.
• Maintain accurate and up-to date records and data related to all individual registration groups cases.
• Identify persons with specific needs and ensure timely referral to protection follow-up as required.
• Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
• Refer cases to other units within the office and to implementing partners as necessary.
• Draft correspondence and reports relating to registration activities in the operation, when required.
• Provide statistics and draft reports related to registration data, as requested.
• Act as interpreter and translator when needed.
• Act as team leader during registration activities in the field.
• Coordinate, manage and implement biometric food distribution using UNHCR Global Distribution Tool (GDT)
• Perform other related duties as required.

4. Qualifications and Experience:

(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.

a. Education (Level and area of required and/or preferred education):
• Completion of the Secondary Education with post-secondary training/certificate in Social science, Statistics, Mathematics, Information Technology, or related fields.
• Excellent knowledge of English and local language.

b. Work Experience:
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
• Minimum 5 years of relevant job experience.
• Good computer skills, particularly in data management
• Experience in working with UNHCR PRIMES tools (proGres, RAPP, BIMS, GDT).

Professionalism:

• Training in basic principles of international protection.
• Experience in working with UNHCR proGres software.
• Experience in working with UNHCR GDT software.
• Knowledge of another relevant UN language.

Cross-Functional Competencies:

• Analyses information and data, and forms recommendations based on logical conclusions.
• Actively pursues technological solutions to work tasks; seeks training when needed.
• Demonstrates good organization of time in project management and accomplishing daily tasks

Proven ability to plan and organize, establish priorities, manage and coordinate competing demands, and work to tight deadlines.

Technological Awareness:

Excellent computer skills, including proficiency in spreadsheet applications, and relevant software packages,

Communication:

Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations, articulating options concisely, conveying maximum information, making and defending recommendations. Ability to facilitate meetings/workshops in a participatory manner

Teamwork:

Strong interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
