    Organizational Setting and Reporting Relationship

    The position of Senior Markets Development and Advisory Officer is assigned to the Markets Development Advisory Division 2 (OMDA2) within the Office of Markets Development and Public-Private Partnership (OMDP). You will be based at our Headquarters in Manila, Philippines.

    You will report to Director, OMDA1, and/or Designated International Staff and will oversee administrative staff.


    Your Role
    As a Senior Markets Development and Advisory Officer, you will provide operational support to OMDP and will contribute in project structuring, stakeholder coordination and conducting financial and commercial analyses, including building and/or updating financial models for PPP and related transactions.

    You will:

    Transaction Advisory Services/PPP Operations

  • Assist implementation of OMDPโ€™s vision, goals, work plan and development strategies with high-quality output in line with Strategy 2030.
Contribute to the development and implementation of the Private Sector Development shift in line with R99-22 (Organizational Review: A New Operating Model to Accelerate ADBโ€™s Transformation Toward Strategy 2030 and Beyond). Assist in the identification, structuring, delivery and administration of TAS mandates, PSD projects and PPP programs with effective and efficient marketing, negotiation and due diligence of PPP and PSD-related issues and projects in DMCs, including SOE monetization as well as green and climate financing activities.
Assist in the internal processes for approval and implementation of TAS mandates, which includes preparation of PPP and PSD-related materials and related TAS project documents.
Assist in the implementation and administration of technical assistance.
Assist the selection and management of individual consultants who support project teams, including designing of their terms of reference.
Engage in OMDPโ€™s research and PSD activities for specific themes, including market environment, PPP policies and regulatory frameworks in ADBโ€™s DMCs, key transaction details, etc. Contribute to OMDPโ€™s knowledge management activities and lead the establishment and maintenance of PPP data base for knowledge sharing with internal/external clients. Support preparation of country partnership strategy and indicative country and pipeline monitoring for the countries identified to have PPP as its significant component, including preparation of a PPP action plan.\\ Effectively coordinate with external stakeholders (governments, development partners, civil society, and private sector entities) and internal stakeholders, including experts in other departments, and support regional and solutions departments to achieve their relevant targets and develop strategies and processes for PSD. Provide guidance and support to administrative staff to conduct their duties in a smooth and timely manner. Perform other duties and tasks that may be assigned by the supervisors.

Qualifications

You will need:


โ— Bachelorโ€™s degree in business administration, economics, finance or other relevant fields, preferably with Masterโ€™s degree or equivalent.
โ— At least 8 years relevant work experience, with at least 5 years PPP/TAS project structuring, and at least 4 years of supervisory experience.
โ— Strong analytical and due diligence skills in relation to PPP-related policies and infrastructure projects. Relevant experience in financial modelling for PPP projects
โ— Demonstrated knowledge and understanding of broad issues of PPP policy, project development and infrastructure finance.
โ— Excellent written and verbal communication skills in English.
โ— Proficiency in MS Office (Word, Excel, PowerPoint, etc.) applications, including developing simple macros and automations.
โ— Excellent interpersonal and communication skills.
โ— Ability to work collaboratively with teams as a constructive team member.
โ— Ability to work with individuals from different cultural/national backgrounds.

Additional Information

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADBโ€™s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADBโ€™s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (โ€œRecruitment and Appointmentโ€™). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.

This opening is a local staff position. It is open only to nationals and residents of the Philippines.
