    Organizational Setting and Reporting Relationship

    The position of Associate Statistics Officer is assigned to the Data Division (ERDD) in the Economic Research and Development Impact Department (ERDI), based at our Headquarters in Manila, Philippines.

    You will report to Director, ERDD.

    Your Role

    The Data Division (ERDD) works on the full data cycle: from data collection to data processing, data management, and data applications and dissemination; and on major development issues, including climate change, poverty, food security, globalization and digital economy. ERDD publishes the annual ADB flagship Key Indicators for Asia and the Pacific and other knowledge products, and build statistical capacity throughout our region, with workshops attended by more than 1000 participants each year. You will provide specialized technical support in data and information technology for all aspects of ERDD's work, including the management of technical assistance (TA) activities; development, maintenance and modernization of statistical databases; and support IT needs of data science team.

    You will:

    Knowledge Management and Systems Development

  • Lead or support IT-related projects in ERDD, including feasibility studies, system analysis, design, development, implementation, and maintenance of digital platforms and applications, including those related to Key Indicators, in alignment with ADB's security protocols.
Coordinate with stakeholders (internal/external) on IT project direction and service level agreements, contracts, procurement, system monitoring, operational support, problem resolution, etc. Support digital records and archives management to ensure data security and compliance, including drafting technical specifications, user documentation, and training materials. Contribute to thematic research and data collection/analysis to inform reports, presentations, and knowledge products.

Project and TA Processing and Administration

Learn ADB processes and help process projects and technical assistance (TA), including drafting documents, coordinating reviews, securing approvals, and budgeting. Administer contracts, monitor funds and support implementation of TA and project portfolios with internal systems, including recruitment and . Support consultant recruitment, field supervision, quality control of project deliverables, and coordination with regional and sector teams. Perform other tasks as may be assigned and reflected in your workplan.

Qualifications

You will need:

Master's degree in Economics, Statistics, Computer Science, or related fields; or Bachelor's degree in similar fields with relevant work experience may be considered. At least 5 years' work experience in data and information technology systems. Advanced computer skills including word-processing, spreadsheets and graphics software. Familiarity with management of database systems, cloud computing platforms (e.g., AWS, Azure, GCP), and/or version control systems (e.g., GitHub) would be an advantage. Additional Information

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
