The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Group Digital Office (GDO), Platforms & Services Department (P&S), Infrastructure Services Division (IS) at its headquarters in Luxembourg, a (Senior) Infrastructure Project Manager*.

This is a full time temporary position at grade 5/6.

The term of this contract will be 4 years; as this is a temporary assignment, no extension or conversion of the contract is foreseen.

Purpose

The EIB Group is currently going through a significant capital investment project for the construction of our new building. In this role you will be overseeing the IT infrastructure programme linked to this project, with a particular focus on Network and Unified Communications technologies.

This is a unique opportunity to contribute to the EIB Group’s growth and development.

Operating Network

You will report to the Head of Infrastructure Services division and have regular contact with colleagues in other Directorates, notably within Heads of Unit, Heads of Division, IT Directors, IT Security, New Building team and Enterprise Architecture as well as colleagues from other areas within IT and GCS. Additionally, you will maintain contacts with relevant external suppliers.

Accountabilities

Setup and drive IT infrastructure projects mainly focused on existing and new infrastructure for the new EIB building (currently under construction) ensuring on-time, on-budget delivery without compromising high quality deliverables Monitor the progress of own projects, escalating and addressing risks, issues, and potentially recommending stopping projects mid-way, if they are not forecasted to achieve the business benefits, they originally targeted Establish and manage the appropriate governance model for the project, reporting periodically to the IT Project Management Office and to any other relevant bodies on project progress Provide day-to-day operational management of the project team(s) (e.g.: planning the team workload and matching it with available resources; resolving specific issues as they arise) and ensuring regular communication between all team members, minimizing risks and resolving issues as they arise. Managing contracts and invoices with external suppliers of services according to purchasing procedures.

Qualifications

University degree (minimum an equivalent to a Bachelor) preferably in in the area of engineering, computer science or business /project management related disciplines. Minimum 5 years of relevant professional experience in IT infrastructure project and/or programme management and related processes and best practices. Additional ITIL Certification would be an advantage. Excellent knowledge of project management principles and best practices and in-depth experience of at least one IT Project Management methodology such as PM2, PMI, PRINCE2, SCRUM. Certification in one of these methodologies is an advantage. Demonstrated leadership skills, providing mentoring, coaching and direction to team members. Familiar with standard office tools (notably MS Word, Excel and PowerPoint), as well as MS Project Professional. Additional knowledge of MS Project Server integrated with SharePoint is an advantage. Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
