The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG) โ Economic Department (ECON) โ Economic Studies Division (ES) โ Statistical Unit (SU) at its headquarters in Luxembourg, a Data specialist/Statistician*.
This is a full-time position at grade 4 for which the EIB offers a permanent contract.

Purpose
You will maintain economic databases, statistics, as well as contribute to economic and econometric analysis to derive recommendations that help shape strategic decision-making of the EIB in order to contribute to policy formulation and dialogue.
Operating Network
The unit is positioned in SG/ECON/ES but serves the needs of the whole department. The unit designs, develops and maintains all databases, manages the contractual agreements with private database providers, offers statistical and econometric support to ECON staff, maintains the ECON server and various data toolkits posted on the EIB website and organises the sharing of data through secured and restricted web access with external collaborators.
In addition, the unit contributes to automatize processes related to country, policy and research work, provides technical support related to the ratings of sovereigns and banks as well as to local currency pricing. Relatedly, it manages control functions and critical report declarations such as EUC and ICF. You will report to the Head of the Statistical Unit, under the overall supervision of the Head of the Economic Studies Division and the Director of the Department.
Accountabilities
Maintain the Departmentโs data-architecture, including databases, tools and interfaces.Support and contribute to statistical, econometric and economic analyses.Support the technical implementation of tools for surveys and data analytics based on surveys.Communicate analytical results visually and contribute to standardizing reporting and presentation outputs in a way that can be understood by non-experts.Contribute to the development of tools to standardize the presentation of economic output of the department.Collaborate with the assigned IT team on the solutions of the process simplification and automation.Liaise with relevant counterparts within the Department, the Bank as well as in other national, EU, and international institutions and think tanks. Contribute through database development and relevant analysis to the policy dialogue and the analysis of key models and policy papers and presentations as well as for other internal and external stakeholders. Propose improvements of processes, procedures, methodologies and working methods.Qualifications
University degree (minimum an equivalent to a Bachelor) preferably in econometrics, quantitative economics, mathematics, statistics, information technology; At least 3 years of experience in statistical analyses, database management and econometrics, for example acquired working in the relevant units of an international or EU institution, statistical office, consulting, government, banking, academia; Programming skills (Python, R, SQL, VBA, MiKTeX, JavaScript) and knowledge of relevant software for data management and analysis (Stata, RStudio, SAS);Knowledge of applied quantitative methods;Knowledge of economic concepts and standard relevant macroeconomic and microeconomic data series and sourcesPrevious experience in integrating big data in economic analysis and/or knowledge of survey statistical methods would be an advantage;Experience in written, visual and oral communication of complex quantitative analyses;Ability to deliver under time pressure when needed; Excellent knowledge of English and/or French and a good knowledge of the other (**). (**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development.
