The Center for Strategic and International Studies (CSIS) is a non-profit, bipartisan public policy organization established in 1962 to provide strategic insights and practical policy solutions to decision makers concerned with global security and prosperity. Over the years, it has grown to be one of the largest organizations of its kind, with a staff of some 200 employees, including more than 120 analysts working to address the changing dynamics of international security across the globe.
The Chair in U.S.-India Policy Studies was established in 2011 with a strong focus on improving U.S.-India commercial ties by looking at Indiaโs economic reform program. For the last eight years, the CSIS India Chair has become the world leader in the study of Indiaโs state-level reformsโand has a range of projects to engage state governments directly in areas like energy, climate, and healthcare.
CSIS is seeking a Senior Fellow/ Fellow to assist with our research and programmatic activities related to Indiaโs energy sector. CSIS has a range of funded projects to study strengths and weaknesses in Indiaโs energy sector, find areas for potential cooperation, and setting up new partnerships. For this role, an example of current projects includes expanding electric vehicle adoption in India; helping Indian states decarbonize their economies through tools like green hydrogen; looking at the widening of private sector electric power distribution; fomenting India-Indonesia policy exchanges on electric mobility; and more.
This role is more โengagement-oriented, rather than academic. Our outputs are typically things like technical exchanges, visits, and workshops around a given topic, as opposed to academic research. Of course, rigorous research and sectoral understanding underpins all of our work.
The ideal candidate will have deep knowledge of the energy sector and technologies involved with climate change mitigationโincluding electric mobilityโand practical experience working in this sector in India-particularly at the subnational level. An ideal candidate will have existing relationships with Indian energy officials, especially at the state level.
The work for this role will be performed at CSIS headquarters in Washington, DC.
The salary range for this role is $80,000 to $120,000 per year.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential functions may include, but are not limited to the following:
โข Organize technical exchanges and workshops between Indian state officials and global partners- notably from U.S. state governments. This includes speaker recruitment, agenda preparation, and organizing media coverage (when appropriate).
โข Lead on research projects related to Indiaโs energy sector policies and climate change actions. This includes long-form research reports, as well as occasional articles for the CSIS website and external media outlets.
โข Tracks Indiaโs national and subnational energy policies, including advanced drafts of proposed policies.
โข Manages an array of outside technical experts that can engage in our work and consult with Indian state governments.
โข Periodically review and update content on our Engaging Indian States microsite.
โข Visits Indian states to engage officials and build/ maintain relationships with key officials from prioritized Indian states.
โข When needed, represents the India Chair at meetings and events.
KNOWLEDGE, EDUCATION, AND EXPERIENCE:
โข B.A. required. Deep knowledge of energy sector issues
particularly power gridsโis essential, as well as knowledge about how Indiaโs energy market functionsโincluding electric mobility. An advanced degree in a related field is a plus;โข For a Senior Fellow- At least 9 yearsโ experience working on Indian energy-climate issues in some capacity;
โข For a Fellow- At least 6 yearsโ experience working on Indian energy issues;
โข Superior writing and analytical skills;
โข Ability to operate under pressure and in a fast-paced environment;
โข A track record of building and maintaining relationships with contacts related to our policy work, including people in the U.S. and foreign governments;
โข Must possess strong communication skills including the ability to effectively present information and respond to questions from constituency groups, media, governmental entities, and the general public;
โข Strong organizational skills and attention to detail;
โข Candidates should possess sound judgment and impeccable integrity, positive attitude and creative outlook;
โข Must be willing to travel, particularly to India, approximately 20% of the year;
โข Ability to interact with and respond to questions from a range of individuals with diverse interests, backgrounds and dispositions.
