Standard Job DescriptionSenior Durable Solutions Associate Organizational Setting and Work Relationships The Senior Durable Solutions Associate reports to a Durable Solutions or a Protection Officer. The incumbent may have supervisory responsibility for durable solutions support staff. The incumbent is relied upon to ensure the implementation of a durable solutions strategy. S/he works closely with protection and programme staff. Fostering an environment to enhance partnerships is a critical element of the work, as are activities designed to strengthen the involvement of refugee communities and their hosts in the design and implementation of solutions strategies. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Provide counselling to refugees and other persons of concern (POC) to identify the most appropriate durable solution and to enable them to make a well-informed decision. - Implement and follow-through the countryยฟs repatriation programme in all protection, administrative and logistical aspects, and liaise with the appropriate entities (external and internal) to ensure full coordination of movements and adherence to protection guidelines. - Interview and prepare Resettlement Referral Forms (RRF), in line with Resettlement SOPs. - Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs. - Liaise and contribute to discussions on durable solutions, with local authorities, host populations and partners. - Assist in updating the electronic database for resettlement, voluntary repatriation and local integration, in line with Standard Operating Procedures. - Process documentation to ensure that POC receive the documents required for their durable solutions in a timely manner. - Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners. - Interview and decide on the appropriate durable solution to be provided to POC. - When counselling POC, decide on the content of information and advice to be shared. - Enter information into available database, in line with SOPs. - Draft and submit reports relating to durable solutions. - Perform other related duties as required. Nature of Position:
Italy remains one of the major points of arrival for persons of concern seeking protection to Europe, with most of them arriving by sea via the Mediterranean. During 2022, a total to 105,131 migrants and refugees arrived to Italy by see, an increase of 56% and 208% compared to the same period in 2021 and 2020, respectively. On a yearly basis, Egyptian, Tunisia and Bangladesh represent the first, second and third main nationalities respectively. The vast majority of people arriving disembarked in Sicily followed by Calabria, Apulia and then other regions So far in 2022, 85,000 migrants and refugees originating from 57 countries arrived in Italy by sea with Italy receiving 70% of all sea arrivals to Southern Europe. From Jan to 1 Jan 2023 to early July about 69,600 sea arrivals took place (+127% of the same period in 2022).
The UNHCR Sr. Durable Solutions Associate based in Rome will directly report to the Sr. Durable Solutions Officer in Rome. The Sr. Durable Solutions Associate will perform the duties listed in the standard job description, and s/he will play a vital role in the implementation and expansion of Resettlement and Complementary Pathways for refugees in Italy, as well as provide support in various protection-related areas. The incumbent will provide strategic advice to senior management and oversee the UNHCRโs advocacy and operation engagement on RST, Family Reunification, Humanitarian admissions (humanitarian corridors and evacuations), education pathways, as well as the newly launched program of Labor Pathways. He/she would regularly liaise with UNCHR operation where refugees are departing from and represent the office externally vis a vis key stakeholder. The incumbent will supervise a team, including UNHCR staff deployed to Ministry of Interior to provide capacity building and technical support to relevant offices.
Living and Working Conditions:
Rome is a HQ Duty Station. Italy has a strong UN presence (more than 10 Agencies Programmes and Funds totaling more than 6'000 staff) and is offering high standard of living conditions and relatively high cost of living.
There is no RC System hence no formal inter-agency coordination system other than the DO for Security related matters. FAO leads the UN team and collaborates closely with Rome based WFP and IFAD HQ.
The Italian authorities will issue a visa and residence permit to UNHCR international staff members. Before arriving at a new duty station, finding an accommodation will be a priority. There are some limited facilities to access Duty Free privileges. Buying a new vehicle is a lengthy process while buying second hand is even more complex. The public transport system is relatively reliable, and most colleagues have elected to reside in the office neighborhood.
A valid driving license issued by a European Union/European Economic Area (EU/EEA) member state is automatically accepted in all other member states. People with EU/EEA-issued driver's license who take up residence in Italy are not required to exchange it for an Italian license.
Holders of a standard driving license issued from a non-EU/EEA country may drive in Italy using the foreign license for up to one year after obtaining residency.
Medical care is up to international standards.
UN International expatriates are covered by the medical insurance provided from their workplace. No additional medical coverage is required. A list of English-speaking doctors can be provided, upon request, by the FAO Medical Services.
There are several international schools in Rome. The academic year for schools in Italy is from September to June. Generally, schools have long waiting lists and it is advisable to register your child at school as soon as possible. You should also find out about the specific admission requirements at the school. Transfer certificates from previous schools and academic records are usually required. Contracts are made between the school and private individuals regarding payments of school fees.
This means any deposits and commitments to pay fees are your responsibility and not the UN's.
Spouse employment can be challenging, particularly in a post Covid-19 situation where the economy was affected.
