    Organizational Setting and Reporting Relationship

    The position is assigned in the Budget and Management Services Division (BPBM) within the Budget, People, and Management Services Department (BPMSD). BPBM is the central budget function with oversight over the budget planning and implementation of the Internal Administrative Expense and Capital Expenditure Budgets of the Asian Development Bank. BPBM works closely with the Strategy and Policy Department (SPD) in preparing the Work Program and Budget Framework (on a three-year rolling basis) and takes the lead in the preparation of the annual IAE and related capital expenditure budgets for approval by the Board of Directors.

    You will report to Director, BPBM and will supervise national and administrative staff.

    Your Role

    As Senior Budget and Management Services Specialist, you will assume a lead role in BPBM's technical activities including development of internal budget related policies and guidance. You will undertake activities to assist the annual budget formulation, provide reports and analysis on key operational expenses for effective monitoring, and comparison of budget utilization, and provide budget and management services to client departments.

    You will:

  • Lead the preparation of assigned sections of the annual budget document and supporting materials
Review and coordinate with assigned departments on their annual budget, including reallocating resources, and prepare analytical reports on certain expense line items Monitor budget utilization levels of assigned departments and recommend corrective action, if necessary, to ensure effective budget utilization Review Capital and Information Technology budget implementation, including high risk transactions and related procurement arrangements. Address ad hoc requests from departments and offices with budget implications Identify opportunities for better resource utilization towards cost effectiveness and efficiency gains Contribute to the preparation of background papers and materials relating to annual budget and the WPBF, briefings to Management and for the Budget Review Committee Contribute to the review of policy and strategy papers under preparation or revision and assess resource implications Review and recommend any changes to budget and cost information systems, policies and procedures to promote timeliness, accuracy and efficiency in generating budget related data Undertake or contribute substantially to the implementation of special projects for process and systems improvements Assume the role of team leader and supervise the work of team members, supervising their performance, providing clear direction and feedback, and monitoring their performance Represent BPBM on bankwide activities, working groups, and committees, as assigned

Qualifications

You will need:

Master's degree, or equivalent, in Business Administration, Accounting, Finance, Economics, Management, or relevant fields. Alternatively, university degree in related fields and at least 5 years specialized experience relevant to the position can be considered. Possession of an internationally recognized professional qualification such as Chartered Finance or Accountancy (CFA/CPA) or its equivalent is an advantage. At least 10 years of broad-based experience and knowledge in accounting, financial management and administration, international working experience in several countries. Experience with large Information technology project budgeting and/or procurement processes is an advantage. Proven application of expertise within a specific area, or breadth across multiple areas with in-depth knowledge within one area. Ability to utilize and share relevant knowledge to benefit the broader ADB community Act as a coach to develop capabilities/potential of more junior colleagues Ability to act as a team leader when required with supervision from the Director Excellent oral and written communication skills in English. Experience in multilateral development organizations preferred International experience working in several countries

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
