The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months non renewable.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations

Introduction

The temporary position is located in the Department Support Unit of the Conditions of Work and Equality Department (WORKQUALITY).

WORKQUALITY leads global efforts for the development of sound policies aimed at inclusive labour markets, improved workersโ€™ well-being and equality. It pursues work along two interrelated axes: (1) extensive analyses and technical assistance on labour market institutions and their effect on workers protection, employment and economic performance, with a view to balancing equity and efficiency considerations; and (2) the promotion of a broad and integrated approach to non-discrimination and equality at work on multiple grounds, (i.e. sex, gender, race, ethnic origin, nationality, health status or disability), with a focus on those workers that are most at-risk of discriminatory measures and practices in the workplace. The Department brings together ILOโ€™s technical expertise in the areas of economic and labour market analysis, working conditions, labour relations and collective bargaining, labour migration, disability inclusion, gender and ethnic/racial equality, violence and harassment in the world of work, HIV and AIDS in the workplace, and policy integration.

The incumbent will work under the supervision of the Department Director, in close consultation with the Branch Chiefs of INWORK, MIGRANT and GEDI, and will provide management support on programmatic, financial, administrative and human resource issues; overall planning, monitoring and reporting; serving as WORKQUALITY's Departmental Evaluation Focal Point; in addition to serving as Coordinator of official meetings under the Departmentโ€™s responsibility, including ILC technical committees.

Duties and Responsibilities

1. Monitor the allocation and expenditure of resources, including analyzing trends, making sure that financial rules, procedures and requirements are adhered to, finding arrangements and identifying resources to ensure the continuity of DC, JPO and other short-term staff, coordinating the development of Departmental proposals on the use of slippage, monitoring the resource delivery rate on a regular basis, identifying problem areas, making suggestions of the possible ways to remedy low delivery rates, and giving advice on the use of DC, RB and RB-related funds (RBTC, PSI, RBSA, cash surplus).

2. Provide support to the Director of the Department in planning and coordinating human resources, including providing advice on HR rules and regulations, as well as supporting the recruitment and selection process.

3. Participate in the development of the biennial Programme and Budget Proposals, including the preparation of drafts for the Department Directorโ€™s consideration of the strategy texts of policy outcome(s) under the Departmentโ€™s responsibility, outputs, indicators and corresponding technical notes, and the preparation of the strategic budget, as well as contributing to the formulation of the operational budget proposal of WORKQUALITY.

4. Design planning and monitoring tools of policy outcomes under WORKQUALITYโ€™s responsibility and coordinate the development and regular updating of biennial outcome-based workplans and monitoring plans and the drafting of semi-annual progress reports. The plans are in conformity with programming requirements and provide a user-friendly overview of global, regional and country deliverables, expected results and resource requirements under the corresponding policy outcome. Carry out a review of CPOs and Global Products linked to the relevant policy outcome(s) with a view to ensuring close alignment with programming requirements. Participate in OBW consultations and OBW reviews organized by PROGRAM between HQ and the regions.

5. Lead the preparation of the biennial Programme Implementation Report as it pertains to outputs to be delivered by the OCT. This includes coordinating the technical validation of country results, reviewing reports of global deliverables to ensure conformity with programming requirements and preparing drafts for the OCT Leadโ€™s consideration of the biennial performance of results at the outcome level.

6. Review project proposals to be considered for extra-budgetary funding (e.g. RBSA, Sida) to ensure their conformity with programming and budgetary requirements, coordinate their appraisal in close collaboration with PARDEV, and coordinate the drafting of progress and final project reports with a view to ensuring quality assurance and adherence to donor requirements.

7. Serve as WORKQUALITY's Departmental Evaluation Focal Point, including managing the whole cycle of project evaluations in collaboration with EVAL. The work involves developing annual evaluation plans of centralized projects under the administrative responsibility of WORKQUALITY; selecting evaluation managers; overseeing the implementation of evaluations and ensuring they are conducted according to the established procedures and requirements; ensuring quality assurance by providing comments to the evaluation manager and approving on behalf of WORKQUALITY the proposed TORs, choice of consultants and relevant evaluation reports prior to their final approval by EVAL.

8. Coordinate the organization of departmental meetings and retreats, including making proposals to the agenda of the meeting; identifying relevant sources of funding and/or cost-sharing arrangements, as necessary; coordinating with the relevant field offices; and drafting the report of the relevant meeting.

9. Represent WORKQUALITY in internal meetings organized by PROGRAM, HRD, FINANCE, PARDEV, EVAL and RELMEETINGS and keep the Director and staff directly concerned from the three Branches of WORKQUALITY regularly informed of programming, administrative and financial matters.

10. Serve as Coordinator of official tripartite meetings under the responsibility of WORKQUALITY, including ILC technical committees (general, recurrent and standard-setting committees). This includes overall coordination of the organizational and procedural aspects of the meeting, including the establishment of the roles and responsibilities of members of the Secretariat, the preparation of briefing and training materials, the organization of briefing and training events for the Secretariat and constituents, leading the overall coordination of the meeting and providing advice to the Chairperson on procedural matters.

11. Determine training needs of staff and constituents. Design training courses and/or recommend existing courses to meet needs. Assist technical specialists in preparing presentations.

12. Manage documentation and information services, including the website. Ensure accurate and timely information flows between programmes, sectors and/or the field.

13. Plan and organize workshops, seminars or other meetings. Organize briefings for visiting constituents.

14. Other relevant duties, as required.

Required qualifications

Education

Advanced university degree in social sciences, business or public administration, finance, law or other relevant field. A first-level university degree (Bachelorโ€™s or equivalent) in one of the aforementioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least seven years of progressively responsible experience in administration, programme management, finance, accounting, human resources management or other relevant area is required, including at the international level.

Languages

Excellent command of one working language (English, French, Spanish) and a working knowledge of another. One of this must be English.
