The Green Climate Fund (โthe Fundโ) is a multilateral fund created to make a significant arid ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
The Fund contributes to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund promotes the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
The Fund is governed by a Board and is operated by an independent Secretariat headed by an Executive Director. The Fund's staff consist of a very diverse population in terms of professional and cultural backgrounds, all based in the host country (South Korea).
The GCF's internal grievance system aims to establish conflict-resolution mechanisms for staff members in order to constructively and pro-actively resolve their grievances at the earliest possible stage. There are two phases in the internal grievance system: (i) administrative review, which includes informal dispute resolution and formal grievance review; and (ii) review and recommendations by its internal appeals committee (AC).
The AC is a peer review body that makes recommendations to the final decision-maker on any individual dispute arising from an administrative decision which a staff member considers to be in contravention of their terms of appointment, or in respect of disciplinary measures imposed for misconduct. The AC is currently composed of: (i) one external Chairperson; (ii) one regular member, and two alternates, designated by the Executive Director, (iii) one regular member, and two alternates, nominated by representatives of staff. The work of the AC is supported by a Secretary. The members and Secretary of the AC (and their alternates) are appointed for a two (2) year term, which term may be renewed.
The Chairperson will designate a committee of three members (either the Chairperson or alternate Chairperson, and one member designated by the Executive Director, and one member nominated by representatives of staff) to consider each individual appeal (each, a Designated Committee).
Role
While maintaining independence, impartiality and strict confidentiality, the Secretary supports the overall work of the AC, as well as each of the Designated Committees in respect of individual appeals. The Secretary is expected to perform the registry function for the AC and provide timely and sound legal advice to the Designated Committee in connection with an individual appeal. For administrative purposes, the Secretary shall report to the Chairperson of the AC.
Duties and responsibilities
The Secretary is responsible for facilitating the work of the AC and each Designated Committee and will perform the duties assigned to them in the applicable internal rules of the GCF. In particular,
she will:
- Serve as the registry for the AC and receive all filings and submissions made by relevant persons in connection with an appeal, ensuring they are complete and in compliance with the relevant procedural and documentation requirements of the Committee;
- Be responsible for drafting (under the guidance of the Designated Committee} and issuing the relevant notifications to the parties to an appeal, as well as relevant requests for information requested by a Designated Committee, within prescribed timelines;
- Receive communications on behalf of the Chairperson and Alternate Chairperson, and forwarding them as appropriate. Where applicable, the Secretary shall also be responsible for drafting/transmitting responses under the guidance of the Chair/Designated Committee;
- Maintain appropriate records and keeping track of the progress of each appeal;
- Preparing and transmitting all correspondence relating to an appeal under consideration;
- Support the Chairperson and alternate Chairperson in preparing and finalizing the AC's annual report. The report shall summarize each case as it is presented by the parties, the recommendations made by the Committee;
- Coordinate the necessary administrative arrangements and services required by the AC or a Designated Committee;
- Prepare and circulate meeting agenda (under the guidance of the designated Chair}.
- Provide, upon request, legal advice to the Chairperson and alternate Chairperson on procedural matters related to, and the substantive law applicable to, the relevant appeal;
- Provide the parties, upon request, any information on procedural matters, and provide the Designated Committee with any information relevant to the case under consideration (GCF policies/ rules, AC precedents);
- Provide training for new AC members; and
- Perform other related duties as required to facilitate the operations of the AC.
Deliverables
- Establishment and maintenance of the AC's case registry.
- Timely issuance of relevant communications to be sent to persons connected with an appeal.
- Timely and sound legal advice on procedural and substantive matters relating to an appeal.
- Preparation of draft decisions on competence and final report and recommendations for each Appeal for the consideration of the Chairperson or alternate Chairperson.
- Preparation of the draft AC annual report for the consideration of the Chairperson or alternate Chairperson.
- Such other deliverables as may be required by the Chairperson or alternate Chairperson in connection with an appeal or the work of the AC.

Required experience and qualifications
- A minimum of 5 to 7 years of professional experience in the field of international administrative law, the law of international organizations and/or conflict resolution to address issues related to contracts or employment and terms and conditions of appointment, preferably in the context of international organizations.
- Advanced university degree, preferably in international administrative law, law of international organizations, labor law, or equivalent substantive work experience.
- Full command of English.
- Exposure to international and multicultural environments.

Duration of Consultancy and Remuneration
The term of office of the Secretary of the Appeals Committee shall be two years, with the possibility of renewal.
The remuneration for the Secretary of the Appeals Committee shall be calculated on an hourly basis.
Each Appeal case should be delivered in 5 working days, or any additional days per appeal needs approval. It is expected (but not guaranteed) that the AC will handle between 3 and 5 cases per year.
