    Organizational Setting and Reporting Relationship

    The position of Risk Management Specialist (Climate) position is assigned to the Risk Policy and Architecture Division within the Office of Risk Management. You will be based at our Headquarters in Manila, Philippines.

    You will report to Director, RMPA and may supervise national staff and administrative staff.

    Your Role

    As a Risk Management Specialist (Climate), you will support the development and implementation of an integrated climate risk management framework including policies, processes, and tools to assess and report the impact of climate risk on ADB's balance sheet and operations (sovereign, nonsovereign and treasury). The Specialist will support (i) application of climate-related risk into analytical processes for risk, (ii) general formulation of climate-related financial risk for ADB policies, guidelines, and practices for risk management, and (iii) preparation of climate-related disclosures and reporting and implementing the recommendations of the Task Force on Climate-related Financial Disclosures.

    You will:

    a. Climate Risk

  • Support development and implementation of integrated climate risk management framework with focus on credit and market risk. Develop and implement necessary processes and tools.
Perform data management and manage and implement processes and systems required for monitoring and evaluation of financial risk exposure to climate change. Support modeling and model management of scenarios analysis and stress testing. Assess and report the impact of climate change on ADB's balance sheet and operations (sovereign, nonsovereign and treasury portfolios). Contribute to external reporting on climate change risks to ADB's financial standing. Support drafting of climate-related disclosure reports. Support activities related to ADB's interdepartmental working groups involved in climate change and climate risk. Support application and implementation of sustainability and ESG frameworks for sovereign and nonsovereign operations. Engage with ADB Management on a regular basis.

b. Climate-related Financial Risk

Enhance methodologies, tools, and processes for financial risk assessment. Liaise with research and operations departments to synthesize information required for assessments of financed entities.

c. Climate Risk Policy & Architecture

Support development, implementation and monitoring of policies, processes, methods and tools for identification, measurement, and management of risk. Review from a risk perspective policies and proposals prepared by other departments.

d. Climate-related Financial Risk

Enhance methodologies, tools, and processes for financial risk assessment. Liaise with research and operations departments to synthesize information required for assessments of financed entities.

e. Climate Risk Policy & Architecture

Support development, implementation and monitoring of policies, processes, methods and tools for identification, measurement, and management of risk. Review from a risk perspective policies and proposals prepared by other departments.

f. Staff supervision

Mentor junior staff and support their learning and integration into the division and department in effective ways. Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

Master's degree in finance, economics or equivalent; or University degree in related fields and at least 5 years specialized experience relevant to the position can be considered. At least 8 years of relevant international experience in a similar setting e.g., international bank, banking regulator, international financial institution, investment management firm, or other similar institution. International experience working in several countries. In depth understanding and practical experience of quantitative and qualitative methods for analysis of climate change risk and financial risk In depth understanding and practical experience with climate-related disclosure standards and reporting frameworks. Excellent verbal and written communication skills in English. Please refer to the link for ADB Competency Framework for International Staff Level 4.

Additional Information

ADB will be rolling out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept all changes resulting from the new job grading structure.
