The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategic individual to take up the exciting new role of Risk and Compliance Managerย for Colombia, Ecuador and Panamรกย As a consultative member of the CMG and the leader of the risk and compliance function in the Country Office (CO), the Risk and Compliance Manager is responsible for: leading the CO's efforts to effectively manage risks; promoting a risk management culture; ensuring the COโs compliance within high-risk areas andย with regulations not specific to a given function (i.e. SSD, COTER, sanctions);ย and responding to any issues or questions that arise relating to the COโs work onย PSEA, DPR, legal, Code of Conduct and complaints management.
What you will do
- Contribute to the harmonization of policies and practices across the 3 countries (6 area offices) and its consistent implementation.
- Ensure the implementation of Compliance regulations related to the R&C unit (AML, Anti-Corruption, Data Protection) in the three countries of operation.
- Support the Country Management Group (CMG) and the Country Director (CD) by ensuring:ย
- That risks in the COโs operations are identified, assessed and controlled effectively; andย
- COโs compliance within high-risk areas/issues, by:
- identifying such high-risk areas/issues;
- conducting regular compliance checks on the said areas/issues (e.g. spot checks);
- reporting regularly to the CD and the CMG on compliance issues; and
- leading the implementation of compliance improvement measures throughout the CO.
- With support from NRCโs lawyer firms and external consultancies, ensure that internal processes and policies related to Data Protection are aligned to the national legislation requirements.
- Define a clear and efficient coordination between the Feedback & Complaint Mechanism (FCM), the Advocacy & Communication Team and the Incident Management Committee (IMC)
- Build the capacity of the R&C staff under her/his supervision.

What you will bring
- Minimum 3 years of experience from working as a manager in compliance, auditing, or risk management functions or from working as senior manager in a support function (Finance, logistics, HR), preferably in the humanitarian sector.
- Documented results related to the positionโs responsibilities.
- Knowledge and skills in the national and international regulatory context applicable for INGOs.
- Knowledge and skills in any of the following: safeguarding, accountability to affected populations or Code of Conduct related matters.
- Knowledge about own leadership skills/profile.
- Fluency in English and Spanish, both written and verbal.
- Valid driverโs license.
- Knowledge of the regulatory context in the country of service What we offer

- Contract: national, 12 months, extendable according to performance results, this position is structural for the organization.
- Travel: up to 20%ย

Aiming at strengthening the organisation's risk management capacity, in 2019 NRC decided to establish a Risk Management and Compliance (R&C) function across the organisation.ย This function is responsible for i) enabling NRC to manage risks by supportingย organisational efforts to identify, assess, prepare for and respond to risks; ii) fostering a risk management culture by institutionalising processes and systems that embed risk management into operations and build capacity and awareness on risk throughout NRC; and iii) improving organisational effectiveness by streamlining compliance practices and enabling better prioritisation of support resources to highest-risk issues.
At country office (CO) level, the R&C function has been tasked with supporting risk owners in their efforts to manage risks, providing assurance to the Country Management Group (CMG) on CO compliance within high risk areas/issues, promoting a risk management culture in the CO through training and communication, ensuring COโs compliance with standards and regulations that fall outside the scope of existing CO functions (Protection from Sexual Exploitation and Abuse (PSEA), Data Protection (DPR), Code of Conduct, Securing Supporting Documentation, COTER and sanctions) and ensuring that complaints from external and internal stake holders are properly handled and responded to.
