The Position:

The Resilience and Capacity Development Advisor will be based in the Supply Chain Management Unit (SCMU) and reports to the Chief. The Advisor will work closely with the new integrated HQ division (name To Be Decided), the UNFPA Supplies Partnership, the Humanitarian Response Division, the Regional Offices and the Country Offices.

The Resilience and Capacity Development Advisor will support the Chief, SCMU to execute and refine the overall strategic vision to establish an agile, reliable and resilient sexual and reproductive health supply chain for all UNFPA and partner programmes in both development and humanitarian settings.

The Supply Chain Management Unit (SCMU) was operational in January 2022 and is tasked with ensuring that UNFPA is able to effectively and efficiently support the delivery of life-saving reproductive health products and other programme supplies to the end user when and where they are needed. To achieve this, it is important to strengthen the capacity of governments and implementing partners to ensure coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities, in particular for programme supplies, across all UNFPA programmes.

As Resilience and Capacity Development Advisor, you will provide multi-sectoral and cross-cutting strategic oversight for sexual and reproductive health supply chain management programming across UNFPA. Your role is instrumental in advising and supporting governments, implementing partners, and UNFPA business units. Your focus will be on developing and implementing supply chain management strategies that are adaptable to both development and humanitarian contexts.

Qualifications and Experience:

Education:

Advanced university degree in either Pharmacy, Supply Chain Management, Public Health disciplines, Procurement or Logistics, Economics or Business Administration. Additional qualification in regulatory sciences, health policy and administration or health systems management will be an asset.

Knowledge and Experience:

A minimum of ten (10) years of relevant progressively responsible professional experience, including management experience at the international level, where: At least five (5) years were spent on direct country support on supply chain in development and/or complex humanitarian operating environments in low resource countries. At least two (2) yearsโ€™ experience in developing and implementing pharmaceutical master plans or logistics strategy in resource-constraint settings. At least two (2) yearsโ€™ experience in sexual and reproductive health commodity quantification, forecasting, supply management, warehousing, distribution and logistics information systems. Demonstrated expertise in family planning programming, including promoting expanded options and method mix and introduction of new contraceptive technologies. Knowledge of the principles and operational aspects of integrated reproductive health care in the global development and humanitarian community is preferred. Professional written and spoken presentation skills, including for the development of reports, presentations, and the ability to synthesize complex technical documents for both technical and non-technical audiences. Strong interpersonal skills and capability to develop and maintain broad diversified partnerships. Two years of supply chain management experience at regional or global level is an asset. Knowledge of UNFPA mandates, policies, and guidelines is an asset.

Languages:

Fluency in English is required. Working knowledge of another official UN language is desirable.
