Introduction
The Green Climate Fund (GCF) is a multilateral fund created to make significant, ambitious contributions to global efforts to combat climate change. GCF contributes to achieving the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. In the context of sustainable development, GCF aims to promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to climate change while accounting for their needs and supporting particularly those that are vulnerable to the adverse effects of climate change. The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. It is operated by an independent Secretariat headed by an Executive Director.

The Independent Evaluation Unit (IEU) of the GCF is mandated by the GCF Board under paragraph 60 of its Governing Instrument to inform its decision-making. The IEU has a mandate for both an accountability function and for supporting learning. These are central to the GCF as a learning organization as also laid out in its Governing Instrument.

The IEU has several objectives:
a) Inform decision-making by the Board and identify and disseminate lessons learned; contributing to guiding the GCF and stakeholders as a learning institution, providing strategic guidance;
b) Conduct periodic independent evaluations of GCF performance to objectively assess the results of the GCF and the effectiveness and efficiency of its activities;
c) Provide evaluation reports to the Conference of the Parties to the UNFCCC and the Paris Agreement for purposes of periodic reviews of the Financial Mechanism.

  • Provide logistical support to the CAP workstream, including the planning of the workshop(s) and meetings;
  • Provide technical support in data administration for the evaluations upon need (which may include the utilization of statistical software such as Stata and GIS);
  • Provide other support for the IEUโ€™s capacity-building activities (drafting materials incl. PowerPoint presentations, and documents), and support the team in all aspects of the evaluation methods;
  • Compile and process quantitative and qualitative data for for IEUโ€™s evaluations and other IEU activities under the guidance of senior staff;
  • Compile and analyze data and undertake operational tasks as assigned by the IEU; and
  • Perform other related duties as required.

    Engagement

    • Communicate and coordinate with the CAP team as well as with the broader IEU team in evaluations and capacity-building activities on different activities.;
    • Communicate with external and internal consultants in delivering tasks;
    • Liaise closely with the Secretariat colleagues and external stakeholders upon need.

      Delivery

      • Provide organizational support for the CAP workstream;
      • Draft excellent PowerPoint presentations, written reports for evaluations and other output products of the IEU;
      • Provide support for data collection and analysis.

        Requirements (Education, experience, technical competencies required of the job)

        • Bachelorโ€™s Degree in economics, statistics, climate change, or related fields. A Masterโ€™s Degree would be a distinct advantage;
        • At least three years of relevant work experience in a professional capacity, such as experience in capacity building for evaluations, climate change, and international development within an international organization, development agency, governmental, private sector, or non-profit sector;
        • Adequate knowledge of evaluations and climate change and operations of public organizations
        • Proven track record in data collection/analysis and administration with the application of statistical software packages (Stata and GIS software such as ArcInfo and/or ArcGIS, etc.) for the evaluation project work;
        • Proficient with MS softwares such as MS Word, Ecxel and PowePoint;
        • Excellent writing and speaking skills in English. Knowledge of other languages where GCF funds the activities is an advantage. Ability to articulate complex issues verbally and in writing in a concise manner;
        • Exceptional organizational skills, ability to facilitate communication between various levels of management and work independently to meet deadlines, ability to multi-task and pay close attention to detail;
        • Experience with data visualization and analytics tools, such as Power BI or Tableau will be a distinct asset;
        • Willingness to cooperate with other staff in a team and contribute to a harmonious environment is essential;
        • Experience in an international setting and ability to work independently and take initiative in response to the IEU's needs;
        • Familiarity with evaluations, climate change topics, and international development is desirable;
