Request for Proposals for External Evaluation of the Yes I Do Programme and Alliance

The Terms of Reference (ToR) outlines the scope of work and working arrangements for an external evaluator/ evaluation team to conduct the final evaluation of the Yes I Do programme. The Yes I Do programme has been implemented since 2016 to end child marriage (CM), female genital mutilation/cutting (FGM/C) and teenage pregnancy (TP) in Ethiopia, Kenya, and Indonesia and to end CM and TP in Malawi, Mozambique, Pakistan and Zambia. The programme is financed under the 2016-2020 SRHR Partnership Fund of the Dutch Ministry of Foreign Affairs and is implemented by an alliance consisting of Plan International Netherlands (lead organization), Amref Flying Doctors, CHOICE for Youth and Sexuality, KIT Royal Tropical Institute (KIT) and Rutgers and local partners in the programme countries. The final external evaluation is commissioned by the Yes I Do Alliance (YIDA) to assess the programme and distil learnings to guide future programmes and alliances.
