The purpose of this position is to:

  1. Strengthening and development of capacities and skills: strengthen ability of individuals and teams working across Supply Chain to make and implement decisions and perform functions in an effective, efficient and sustainable manner. Lead process of changing attitudes and behaviours-imparting knowledge and developing skills while maximizing the benefits of participation, knowledge exchange and ownership. Focus on the overall countryโ€™s performance and functioning capabilities, as well as the ability of the organization to adapt and change.
  2. YODA Supply Chain Strengthening- Deploy and support the countries with the supply chain strengthening guidance; Gap analysis and recruitment if needed. Help define a revised org. chart in supply chain that match D365 licences and procedures needs. Each CO is classified differently in terms of structure depending on budget, supply chain heaviness and rate of implementation by partners and requires a specific analysis and follow-up.
  3. Business Process Strengthening- Support with Operations Manual (OM) webinars and drop-in sessions in the region (all SC staff must attend the sessions to develop the appropriate competencies). Deploy condensed approach on OM training for future deploying cohorts. Provide specific training & competency building as preparedness activities for COs.
  4. Support CO request: provide help in CO strengthening requests.

  6. D365 Trainings- Foundation modules and SC Specific Modules (17)
  7. Post-deployment Hypercare support โ€“ SME.

    Dimensions of the Role

    This position reports to the Regional Supply Chain specialist in WACA Regional Hub (RH).

    The Supply Chain department is focussed on supporting our 15 Country Offices in WACA to conduct preparedness activities in procedures, processes, people & competency prior to the go-live of D365. We aim to support supply chain in country to deliver maximum impact on the lives of girls and young people whilst ensuring that the needs of other stakeholders, especially our funders and donors, are efficiently met. The department does this by developing guides and tools to support supply chain staff, by providing virtual, face-to-face and ad hoc training and support and through the provision of Plan adapted courses.

    The YODA supply chain coordinator will lead specific projects to strengthen supply chain across Country Offices, provide technical inputs to relevant regional initiatives and strengthen supply chain capabilities. Initially the role will focus on the strengthening of business processes across the supply chain function and then the rollout of the Y.O.D.A ERP system.

    Outlined below are the key responsibilities for this position.

    • Work closely with the regional Supply Chain Specialist on building a consistent plan for the region on YODA preparedness activities.
    • Implement & support the YODA Supply Chain strengthening plan.
    • Provide technical support to Country Offices, and the Regional Hub, including to implement the supply chain Operation Manual (SCOM) and strengthening approaches and to provide high quality guidelines, tools and upskilling as prioritised by Country Offices.
    • Enhance capacity of different teams across the organisation and an understanding of good supply chain practice at senior levels in GH, Regional Hubs and Country offices.
    • Support the finalisation and implementation of the new Y.O.D.A. ERP system within Country Offices.

      Provide high quality technical expertise

      • Provide technical supports to Plan Internationalโ€™s Technical Networks, specifically at Country Office level, including the development and testing of methods and tools for supply chain inclusion in the project idea, design and planning.

        Drive continuous learning

        • Promote and facilitate active YODA SC network across the region.
        • Develop, promote and embed learning processes and practices across Country Offices.
        • Contribute to drafting learning papers that capture lessons from Plan Internationalโ€™s work in order to inform better supply chain to improve programmes implementation.
        • Provide support to the Regional Supply Chain Specialist in country supply chain reviews (SCAT tool), and then monitor the implementation and progress against detailed action plans.

          Provide support to Country Offices. Be available to provide ad hoc in-country and virtual support to Country Offices in supply chain.

          • Be responsive to concerns and requests from other stakeholders including partners, donors and Planโ€™s National Organisations and provide support and problem solving as required.

            Ensures that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

            Key relationships

            • Country Office supply chain team and head of operations to provide technical inputs to the implementation of the SC strengthening guidance.
            • CD to ensure that issues at Country Offices with respect to supply chain are raised and addressed.
            • Country Management Teams and Regional Management Teams including Directors of Sub - Regions on progress, capacity and status of supply chain.
            • Country Office Project Managers, Business Development and Finance teams to ensure supply chain is set up and effectively managed in Y.O.D.A.
            • Colleagues at the Global Hub and Regional Hub with responsibilities to or dependent on good supply chain practices.
            • Colleagues from region + Global Hub team in support of the OM webinars/training development

              Technical expertise, skills and knowledge

              Essential

              Education:

              • University of high school studies and/or professional certification in supply chain management including procurement, transport & fleet management, asset and inventory management.

                Knowledge

                • Expert knowledge of supply chain in humanitarian/development sector.
                  • Significant experience and a strong understanding of processes, approaches, tools and methodologies of supply chain management, and organisational learning, that is up to date with best practices in the sector.
                  • Strong understanding of the realities of NGO supply chain and limitations that impact project implementation, financial control, monitoring, reporting evaluation and learning.
                  • Understanding of critical supply chain components around procurement planning, sourcing, buying and fleet management.
