What you will do

The Shelter and Settlements (S&S) Core Competency (CC) is one of six technical CCs at NRC. In this posiiton you will be expected to operate as a technical support for NRC Country Offices (COs) in the Middle East (MERO). You will provide a range of advisory, technical support, and capacity building in relation to Shelter and Settlements related programme approaches ensuring that optimal programme strategies, structures, systems, policy, tools and practices are in place.

The role holder will also be asked to provide emergency support on WASH when required, with the support of the WASH Global Lead.

In this position you will;

Champion program development in all strategic areas in the region to support displacement affected people, including clean energy, adapting to changing climate and environmental impacts and supporting settlement-based approaches as a basis for wider NRC programming. Contribute to the adaptation of NRCโ€™s global CC programme approaches and development of guidelines, tools and innovative approaches based on research of trends and learning from the country offices.ย This includes playing a key role in the drafting of global tools, guidelines, and other implementation materials related to S&S. Support the development of S&Sโ€™s approach to achieving self-reliance and durable solutions for people in protracted displacement as part of an integrated response with other CCs. Provide strategic advice, technical support and capacity strengthening on relevant core competency or cross-cutting issues and sharing with Country Offices in the region. Ensure that Shelter and Settlements based programming approaches contributes to integrated programming and analysis and that these interventions are measured. Work in partnership with Monitoring, Evaluation and Learning (MEL) staff, to ensure the alignment of the programmatic areas in the MEL and PCM (Project Cycle Management) systems in relation to own core competency. Responsible for supporting and monitoring country programme compliance with the Programme Policy and respective quality assurances in relation to the core competency. Responsible for identification, development, and maintenance of relationships with relevant regional stakeholders (e.g., donors, UN (United Nations) agencies, NGOs, research- and educational institutions, private sector) related to programmes in general and more specifically as related to NRCโ€™s Core Competencies.ย  Work in partnership with the regional and country office advocacy leads to identify and develop regional advocacy issues related to the core competence and relevant cross-cutting issues. Support Country Offices(COs) in training on and compliance with NRCโ€™s Safe and Inclusive programming Standards within S&S as well as capacity build COs on Market Systems programming within a S&S response. Contribute to the resource mobilization and fundraising for regional programme development related to S&S.

What you will bring

At least 6 years working experience in a senior position within Shelter & Settlements in the humanitarian and development sector. Specific experience and expertise in: shelter & Settlements in the humanitarian and development sector. strategic approaches to programme development. knowledge, experience, and skills with market-based programming and market-based approaches to S&S tools and resources development. programme quality assessments, programme development and delivery. experience from working in complex and volatile contexts, with preference for previous experience in the Middle East region. learning and development as part of quality improvement and capacity building partnership with public and private institutions and organisations. Understanding of and commitment to: integrated programming approaches organisational learning, and the role and contribution of MEL to quality management and development. working collaboratively with technical and operational colleagues within a matrix structure, including capacity strengthening. University degree in a relevant social science discipline Fluency in English, both written and verbal. Fluency in one or more languages spoken in the region would also be an advantage.
