Context:
NRC has a comprehensive approach to mainstreaming protection across its programming interventions through โSafe and Inclusive Programmingโ (SIP). SIP is the term that NRC uses to describe protection mainstreaming in humanitarian aid, and is strongly linked to/encompasses also gender, age, diversity mainstreaming and disability inclusion. NRC as member of the Cash Consortium (led by Mercy Corps) of Sudan (CCS), will lead protection mainstreaming objectives within the consortium design across Sudan amongst its various members. The CCS is made up of twenty international and national humanitarian organisations providing Multi-Purpose Cash Assistance and Group Cash Transfers.ย
SIP is a foundational element to all our Ways of Working - It is about how we work, and what we do to make sure it is safe for others to participate in our programming. It ensures that our programmes respect certain standards, so they are safe, participatory, accountable and dignified for the communities and people we work with and for. It is an imperative for all humanitarian actors engaged in humanitarian responseย no matter what sector.
Throughย Minimum Standards for Safe and Inclusive Programming, NRC works to incorporate protection principles and promote safety, dignity and access in humanitarian aid. We are doing this by taking into account the following elements
- Prioritising safety, dignity and avoiding causing harm (preventing and minimising as much as possible unintended negative effects of our interventions)
- Promoting meaningful access to assistance and services (paying attention to individuals and groups who may be particularly vulnerable and have difficulty accessing, including diverse age, gender, and diversity groups)
- Accountability (ensuring appropriate mechanisms for affected populations to measure the adequacy of interventions, and address concerns and complaints)
- Participation (of communities in our programming and empowerment of individuals to claim their rights)
Particular focus will be:
- To support CCS partners in the development and implementation of their annual SIP Action Plan specifically mainstreaming SIP into Cash Programmingย
- Ensure sustainability and further institutionalisation of SIP within CCS and NRC programming (including through Training of Trainers, integration of SIP into NRCโs ways of working)
What you will do:
Generic Role and responsibilities:
- Safe and Inclusive Programming roll-out [or implementation/ institutionalization].ย Facilitate and coordinate the dissemination, [roll-out and/or] institutionalization of SIP standards, in line with NRC's global SIP Strategic Initiative.ย This includesย building capacities and tools for applying and implementation of the Minimum Standards and humanitarian principles across CCS and NRCโs response.
- Internal and External Coordination.ย Proactively communicate and coordinate with other programs and agencies to ensure smooth implementation and ownership of SIP work.
- Capacity Development.ย Provide training, capacity building and mentoring of staff on SIP. This includes both the technical standards as well as the NRC routines for design, implementation and compliance checks.
- Institutionalization of SIP into NRCโs Ways of Working.ย Support the integration of SIP into NRCโs Ways of Working across relevant departments, particularly the CO programme teams. ย Collaborate also closely with colleagues working on Monitoring and Evaluation, HR, Finance, Logistics, and Risk and Compliance, on common issues, ensuring SIP integration within their systems and processes.
- Programme Quality.ย Provide ad hoc technical advice and support to CCS partners throughout the programme-cycle. This is to ensure adherence to the safe programming standards (especially on the minimum standards) during planning, implementation and monitoring of NRCโs programming.
- Grant Processes.ย Review and provide SIP inputs and feedback to project/grant processes, including concept notes, proposals, grant agreements and reports, in close collaboration with the other CO Advisers and Managers (CC and Programme).
- Reporting.ย Contribute to reports, including updates on the SIP situation reports (sitreps), assessments, background/briefing papers, talking points, information memos, andย other relevant documents relating to safe programming.
Specific Responsibilities:
- Lead on the development and roll-out of the CO SIP Action Plan and support its implementation. This may include capacity-building, contextualization/development of tools, and ad hoc support and mentoring.
- Coordinate/develop and roll-out in-person and online trainings to facilitate the roll-out of the SIP Minimum Standards.

What you will bring:
Generic professional competencies:ย
Advanced academic qualification in a relevant field (law, social sciences or related disciplines).ย Minimum 5 years of managerial or specialist/expert/ trainer experience within protection, specifically in mainstreamed protection across other sectors Experience with cash programming Knowledge of the Sudan crisis and regional dynamics. Strong knowledge of global protection standards and relevant bodies of international law (international human rights law, international humanitarian law and refugee law) Fluency in English and Arabic, both written and spoken.ย Strong communication skills and ability to build trust and confidently navigate both internally and externally at different levels. Ability to think strategically and constructively and to apply these skills in developing policy frameworks and guidelines to support institutionalization of protection mainstreaming. Experience in developing and delivering high quality protection-related training and tools to support practical implementation of protection standards. Knowledge and working experiences of multiple contexts.ย A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.ยWhat we offer:
