The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly strategical individual to take up the role of Regional Protection Information Management System (IMS) Adviser for Latin Americaย whoย will lead the design, establishment, launch and maintenance of NRC Regional Protection Information Management System.ย The Protection IMS Manager develops the NRC Protection IMS strategy for the Latin America Region, ensuring capacity building plans, protocols, standards and compliance with protection global standards and internal guidelines are in place and streamlined across countriesโ operations. To this end, the placeholder of the role plays a key role in conducting regional protection analysis to inform evidence-based programming and advocacy efforts for protection outcomes. Finally, the position is responsible for the design, implementation, and management system of protection activities.ย
ย What you will do
- Lead the design and technical development of the regional protection information management system, including data management methodologies, tools, guides, data analysis and visualization processes.ย
- Lead the maintenance of the regional protection information management system, including the timely and effective acquisition of new data, ensuring access to approved stakeholders, and the production of relevant analyses and presentations.ย
- Ensure capacity building of relevant internal and partnersโ staff to generate quality and timely data and information to inform better evidence-based programming, protection analysis, and advocacy.ย
- Produce regular protection information management products, including protection monitoring dashboards, country level protection monitoring reports, thematic reports, and flash reports based on primary and secondary data sources.ย
- Explore new and innovative ways for data collection, analysis, reporting and storage mechanisms.ย
- Perform ongoing monitoring of, and provide feedback on how to improve, the programโs processes of data collection, entre, storage, analysis, and presentation.ย
- Contribute to the development of NRC's Regional strategy, action plan and activities plan and priorities in the Protection and MEL departments.

What you will bring
- At least minimum 5 yearsโ experience in monitoring, evaluation, information and data management, database administration in development or humanitarian context, of which 1 year at least in operational setting.ย
- University degree in information technology, demography, statistics, social sciences, anthropology, sociology, or any other related area.
- Strong computer application and advanced Excel skills (e.g., pivot tables, functions, etc.).
- Ability to formulate IM-related technical requirements and Operating Procedures.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
- Experience of Adobe Flash or any other JavaScript framework (e.g., D3) for creating web dashboards is
an added advantage.
- Undertake web design and software development is an asset.
- Strong analytical skills using database, SPSS, and other relevant software package.
- Knowledge of protection-related guidelines, standards, and indicators.
- Documented results related to the positionโs responsibilities.
- Fluency in English and Spanish, both written and verbal.

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy and support functions.
The Latin America region is facing severe and prolonged humanitarian crises underpinned by several drivers: conflict, violence, socio-economic and political crises. According to OCHA and the Regional Refugee and Migrant Response Plan (RMRP) for Venezuela, the number of people in need of humanitarian assistance represents more than 27 million people in Venezuela, Colombia, Ecuador, Mexico, and the North of Central America countries (Honduras, El Salvador, and Guatemala). The increasingly overlapping crises are leading to an unprecedented regional protection crisis with record numbers of transcontinental population movements. In this context, the most vulnerable face multiple protection risks and rights violations along the displacement route. This scenario calls for greater efforts from protection actors in joining capacities to efficiently produce congruent and comparable data and information to inform the humanitarian and protection response. A unified protection monitoring system is the cornerstone to improve articulated regional protection responses and promote the centrality of protection across all sectors overcoming fragmented analysis based on geographical locations and nationalities. To address this gap, DRC and NRC established ProLAC, a regional initiative aiming to build a regional protection information management system.
