Note: This is a Regional position, and the duty station will be based in either Warsaw, Ukraine, or Moldova. Background : The legal environment in the Central and Eastern Europe context is characterized by formal laws and a rapidly changing legislative environment as laws are being adopted and changed to fit the ever-changing situation. Against this backdrop, NRCย  is therefore in the process of implementing a cross-border approach through its Information, Counselling and Legal Assistance (ICLA) programs and partners in the Region (which comprises the countries of Moldova, Poland and Ukraine). This, in order to being able to provide a holistic legal response to the displaced population irrespective of whether the person is displaced within the host countries of Poland and Moldova or whether the person is assessing the options for leaving Ukraine, or alternatively on a voluntary basis have decided to return to Ukraine. The Cross-border work will contribute to obtainingย  overarching objectives by providing a sustainable solution to the displaced population. In order to support the cross-border work , NRCย  is therefore looking for a Cross-border Coordinator to help facilitate and implement ย delegatedย  responsibilities and tasks within the Cross-border ICLA project portfolio in Central and Eastern Europe.

1. Role and responsibilities

The Regional ICLA Coordinator will be contributing to and consolidating and sharing required legal analysis, the facilitation of cross-border workshops and trainings, updating of tools and guidance and the chairing of the cross-border Community of Practice (consisting of all country ICLA teams and their national partners).

Generic responsibilities:

Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies. Contribute to cross-border strategy development, project proposals and provide input on needs and gaps. Manage and implement delegated ICLA cross-border portfolio (activities, budget and project documentation) as delegated from the Regional ICLA Advisor in line with proposals, strategies and donor requirements, ensuring high technical quality. Provide regular progress reports to the Regional ICLA Advisor. Identifying thatย cross-border services target project participants most in need of protection, explore and assess new and better ways to assist. Promote and share ideas for improvement and necessary changes in the activities. Liaise and collaborate with relevant key stakeholders. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:

Conduct ICLA cross-border specific technical assessment/ analysis/research and present recommendations. Compile and systematize and share analysis, legal updates, and other reports of relevance among key ICLA cross-border actors and other key stakeholders. Call ICLA cross-border meetings and cross-border Community of Practice meetings and be responsible for the preparation of agenda together with focal points for ICLA teams and partners. Minutes and follow-up. Responsible for liaising with ICLA teams and partners for the regular updating of the Case Scenario Matrix. Contribute to the identification of regional advocacy. Ensure smooth communication lines with all ICLA cross-border stakeholders. Initiate and identify cross-border trainings. Follow-up with ICLA teams and partners on cross-border agreed tasks. Develop and manage ICLA cross-border SharePoint site. Explore potential for integration of other core competencies in the cross-border programming.
