The Green Climate Fund (โ€œGCFโ€) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.

The Department for the Asia and the Pacific within the Green Climate Fund is currently seeking a โ€˜Readiness and Funded Activity Portfolio Management Consultantโ€™ to carry out the tasks, duties and responsibilities as detailed below. The consultant will join GCF in Songdo. The assignment is for an initial 240 days over a 12-months period.

Role

The consultant will work within the Southeast Asia subregion in the Department for the Asia and the Pacific. The consultant will report to the Lead for the Southeast sub-region, under whose guidance, s/he will perform the duties and responsibilities related to portfolio management.

Duties and Responsibilities

Under the overall guidance of the Lead for the Southeast Asia sub-region, the consultant will be responsible for tasks related to management of the readiness and funded activities portfolios in the public sector, including but not limited to:

(i) Monitoring performance and compliance of readiness and funded activity portfolios:

ยท Lead and coordinate supervision and monitoring of project/programme implementation and assess project/programme implementation performance.

ยท Provide guidance to the AE for start of the implementation of the project, after approval;

ยท Review compliance requirements under legal agreements, policies and standards as well conditions precedent to effectiveness/disbursements;

ยท Review required reports including inception reports, baseline reports, annual performance reports (both narrative and financial), project completion reports, interim and final evaluation reports;

ยท Review and clear conditions for disbursements and processing;

ยท Hold trainings and workshops to provide support to AEs for implementation, monitoring and reporting;

ยท Identify early warning signals, provide with mitigation solutions and raise performance risk flags for projects/ programmes and AEs;

ยท Engage with AEs on implementation issues to seek resolutions and remedial measures;

ยท Provide guidance to AEs on appropriate portfolio management actions and strategies to ensure alignment with the Fundโ€™s frameworks;

ยท Lead the closure procedure with AEs to ensure project activities are terminated as per relevant legal clauses.

The consultant shall, conduct the following tasks for change requests:

ยท Engage with AEs to develop and implement interventions and corrective actions to address identified implementation challenges of readiness projects and funded activities;

ยท Conduct/join ad-hoc missions in relation to submitted or expected change requests;

ยท Lead the review of the change requests (including extensions, waivers, cancellations and other change requests), including assigning tasks review teams as required in line with their respective areas of expertise;

ยท Manage communication with the AEs;

ยท Manage the drafting of the memos containing recommendations coming out of the review process;

ยท Provide recommendations for decision-making in line with the provisions of the Policy on Restructuring and Cancellation, including presentations to the OC or Board;

ยท Manage the documenting of approved change requests through the signing of notices or amendments/side letters to the legal documents.

Minimum required qualifications:

ยท Masterโ€™s level degree or higher-level education in environmental sciences, environmental policy, governance, economics, finance, sustainable development or other relevant fields;

ยท At least 7 years of relevant professional experience in developing, reviewing and implementing climate change mitigation or adaptation project/programme proposals in developing countries;

ยท Experience working with governments, international, regional, and national entities and with different financial instruments including grant and loans;

ยท Prior working experience in Southeast Asia is a must;

ยท Experience working in project cycle management (origination, implementation, activity oversight) with international organisations, multiโ€“lateral development banks, bilateral agencies or comparable climate finance mechanisms;

ยท Extensive operational experience in some of the Fundโ€™s result areas, particularly results areas related to adaptation;

ยท Self-starter with strong analytical mindset;

ยท Strong command over the English language.
