Terms of Reference1. General Background

Connecting Worlds is UNHCR’s new mobile application enabling donors and refugees to communicate directly with each other by sharing messages and images. The purpose of Connecting Worlds is to break down barriers and enable the sharing of experiences and building of connections among people living in vastly different circumstances but with much in common.

By using Connecting Worlds donors invest their time and funds to make an impact. Individual donations fund UNHCR’s cash-based interventions and DAFI program to help improve daily lives and build better futures.

Connecting Worlds has been developed in collaboration with refugees in Jordan who have provided insights on the concept, design, and experience. The PSP Officer (Connecting Worlds) is responsible for the continued meaningful participation of refugees in Connecting Worlds, including the inclusion of refugee perspectives in the design, development and implementation of the application as part of an iterative development process.

This position is outposted from UNHCR's private sector partnerships service HQ in Denmark to the UNHCR Jordan operation in Amman. The post holder will be supervised by the Senior Campaigns Officer at PSP HQ. In Amman the post holder will be situated within the External Relations team from where he or she will engage with other units under the guidance of the ER team including Cash Based Interventions, Programme, and Protection in order to serve as the bridge between the operation and PSP HQ.

2. Purpose and Scope of Assignment

The PSP Officer (Connecting Worlds) is responsible for the continued meaningful participation of refugees in Connecting Worlds, including the inclusion of refugee perspectives in the design, development and implementation of the application as part of an iterative development process.

Refugee Participation:

Act as champion for refugees needs and concerns related to Connecting Worlds
Ensure refugee perspectives are gathered and reflected during project development
Lead on briefing refugees on the project
Lead refugee consultations to seek feedback
Project management of the Refugee Advisory Committee
Lead on maintaining a safe, secure, refugee onboarding process

Data Management and Protection:

Work with local technical teams to optimize gathering of relevant refugee data for the functioning of the app.
Seek to continuously improve the data workflow working with key internal teams
Serve as project first point of contact for refugee data protection liaising with data protection focal points to ensure Data Sharing Agreements are in place.

Campaign Phase:

Serve as lead moderator during live campaigns
Provide moderation and safeguarding training to markets for all campaigns
Ensure timely refugee data provision to Connecting Worlds digital environment
Provide moderation support to donor countries where needed
Identify and flag risks or concerns during live campaigns
Identify and flag opportunities for improvement
Monitor and report and activate solutions for unsuccessful matches
Champion, manage, translate and publish content written for refugee cohort
Keep key stakeholders informed about progress of each campaign
Monitor connecting worlds inbox and ensure queries are resolved within 24 hours

Scale:

Identify and approach new operations for scale
Gather data and information to pitch new operations to donor audiences
Provide training and capacity building to new operations on refugee engagement and moderation
Curate relevant resources and information for new operations
Liaise with technical lead on technical requirements for new operations to ensure the smooth addition of new operations

Development:

Work with Technical lead to improve app and app content and functionality for refugees

Reporting & Evaluation:

Design and administer exit interviews to refugee users of the app after each campaign
Review quantitative (analytics) and qualitative data from campaigns to identify actionable insights
Provide recommendations to improve refugee engagement
Provide recommendations for developments to the App based on data
Content and Information Management:
Provide support in the planning and preparation of content gathering missions
Gather relevant information from subject matter experts in Jordan for project owners as needed
Prepare presentations as needed
Provide contributors to webinars when required
Coordination:
Organize bilateral meetings for project owners with subject matter experts based in Jordan
Participate in global core project team meetings chaired by PSP HQ

3. Qualifications and Experience

a. Education:

University Degree in Communication, Marketing or other relevant field
Advanced University Degree is an advantage

b. Work Experience:

Minimum 5 years of relevant experience (With a Master's degree or equivalent); or minimum 6 years of relevant experience (With a Bachelor's degree or equivalent).

Project Management or coordination experience
Experience working in a humanitarian context with refugee communities
Experience working on projects with hard deadlines and multiple stakeholders
Experience in communication / Public Information / multimedia

Skills:

Fluent Arabic speaker
Excellent command of English (written/oral/comprehension)
Basic experience of IG fundraising

Location:

The successful candidate will be based in Amman, Jordan.

This vacancy is open both for applicants residing in Jordan, as well as for those residents of other countries. The remuneration level and the applicable entitlements and benefits may be different based on the residence of the most suitable selected candidate.

Recruitment as a UNHCR staff and engagement under a UNHCR affiliates scheme or as an intern is subject to proof of vaccination against Covid-19.
