1. Background/Context
In recent years, Venezuela has been in a state of social, political and economic crisis. While the centre-stage is held by the latter, insufficient emphasis has been placed on the nuance of the increased armed violence faced by local populations, whether perpetrated by state or non-state armed groups, national or transnational criminal groups, and local incidence of violence. A number of people have been displaced by violence and this number has not been seen to subside.ย
NRC has been responding to mounting internal and external displacement since 2015, focusing on the protection crisis through ICLA, but also implementing education, WASH and livelihoods and food security programmes. Starting the Protection from Violence Core Competency in the Venezuela programme is a key strategy for 2023 and 2024, which will support the long-term goals of the operation.ย
The purpose of the Protection from Violence (PfV) Programme Development Manager (PDM) is to be responsible for designing, developing, and implementing the Protection from Violence core competency programme in Venezuela, including building the Protection from Violence team (recruitment, capacity building, resources contextualisation and development, line management).ย
The PfV PDM for Venezuela will be responsible for the development of the PfV country strategy, technical guidance, capacity building and quality control, and for support to fundraising across the areas of operation.ย
The PfV PDM will also lead the identification of priority protection from violence concerns, guide, and plan and develop PfV activities and programmes, to promote an improved humanitarian response for victims of other situations of violence (OSV), refugees, internally displaced persons and people in need of international protection.ย
In Venezuela, the PfV PDM will manage the PfV team at Area Office level.
The following is a brief description of the role.
2. Generic responsibilities
Development of Protection from Violence strategy, technical SOPs / guidelines and macro-logframe. Compliance and adherence to NRC policies, tools, handbooks and guidelines. Development of Protection from Violence funding proposals, project budgets and donor reportsย Overall management of designated project staff in Venezuela. Management and implementation of Venezuela Protection from Violence project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements. Capacity building of and transfer of key skills to overall Protection from Violence staff across the four countries of operation. Liaison and collaboration with relevant local and national authorities and stakeholders and representation of NRC in relevant forums/cluster/working groups. Promotion of the rights of displaced people and people affected by violence in line with the advocacy strategy. Ensure participation in Project Cycle Management (PCM) key events.ย Responsible for the oversight of M&E of the project in Venezuela, including data collection, analysis and evaluation.ย3.ย Specific responsibilities
Collaborate closely with Area Manager on implementation of Protection from Violence projects in the Area. Under the leadership of the Head of Program and in close dialogue with the CC specialists, support programme and partnersโ staff in incorporating Protection from Violence activities into aspects of relevant NRC programme activities. Ensure that Protection from Violence interventions address both programmatic and relevant policy issues and contribute to national, regional and global tools, guidelines and policy and research studies. Ensure that key learnings are extracted from implementation of Protection from Violence programmes and incorporate them in programme and staff development process. Ensure the provision of high-quality analysis on the humanitarian situation and, in close coordination with the Advocacy team, articulate concerns and organize evidence relevant to Protection from Violence issues for populations affected by violence and displacement in Venezuela, positioning NRC as an effective voice on protection and humanitarian principles.ย Lead the development of alliances with key Protection actors. Support the Country Director and the Country Management Group to position NRC with donors to access opportunities for Protection from Violence programming. Technically supervise the design of trainings on Protection from Violence issues and relevant themes for humanitarian actors, government officials, community leaders and other stakeholders.4. What We Are Looking For
Minimum 3 years of experience at a senior level project implementation position in a humanitarian/recovery context. Advanced academic qualification in a relevant field (law, social sciences or related disciplines).ย A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.ย Experience from working in complex and volatile contexts. Experience with protection case management and proactive protection programmes. Documented results related to the positionโs responsibilities. Knowledge about own leadership skills/profile. Fluency inย Spanish and English, both written and verbal. Experience and knowledge of the Latin American context. Knowledge of relevant legal and policy frameworks, international and domestic, with focus on International Humanitarian Law, Human Rights and Protection of Children in Armed Conflicts. Experience with start-up of new protection programmes, including assessment, developing programme strategies and proposals. Ability to use ICT software to develop proposals, budgets, work plans, and monitoring and evaluation tools. Knowledge and understanding of humanitarian standards such as Sphere and HAP. 5. What We Offer
Type of contract:ย 12 months. Salary/benefits: According to NRC salary scale, terms and conditions. Duty station:ย San Cristรณbal, Venezuela.
