The Project Management Coordinator (PMC) is responsible for implementing monitoring and coordination of assigned projects. He / she works with others including local NGO partners, community based organization (CBOs) and sub-national government partners and national government partners to ensure the quality of project delivery and partner management, and alignment with Plan Internationalโ€™s strategies, global approaches, policies, priority and procedures. The Project Management Coordinator (PMC) is responsible for implementing monitoring and coordination of assigned projects. A. Dimensions of the Position


โ€ข The Project Management Coordinator (PMC), implements, monitors and coordinates the assigned projects with an annual budget is between USD 120,000.00 - USD 1,000,000.00
โ€ข The post-holder has people management responsibilities
โ€ข The post-holder monitors and tracks the output, outcome and budget of the assigned projects to ensure compliance with the ERP and PMERL
โ€ข The post-holder manages, monitors and coordinates the project implementation in collaboration with other PMC, Program and Partnership Manager (PPM) to ensure that all projects activities, outputs, and outcomes are delivered and achieved within the specified timeframe.


B. Resposibilities and Accountablities of the Position:


1. Planning
โ€ข Develop project annual / quarterly / monthly planning and budgeting in consultation with the Program and Partnership Manager (PPM) and relevant functions
โ€ข Ensure consistency and coherence of program planning, budgeting and monitoring with the overall project and budget in the Country Strategic Plan (CSP), and donor requirements
โ€ข Support PPM to develop annual and quarterly plans, monitoring plans, in line with the project and M&E framework
โ€ข Work with PPM to plan for capacity building plans for sub-national government partners, NGOs partners and relevant local stakeholders
โ€ข Plan his/her work and support the partners in developing gender and inclusion planning in line with the approved policies and guidelines.

2. Implementation
โ€ข Support others to implement project activities as agreed in the project frameworks and agreed timeframes
โ€ข Ensure that all partners are aware of the overall project concept and objectives, and know how to implement the project activities based on the proposal
โ€ข Provide technical support on project implementation, monitoring and budget management including SAPโ€™s WBS coding as required
โ€ข Ensure that system processing for the request for advance payment to partners / other payments is accurate and timely
โ€ข Monitor the progress of project implementation and budget spending of the Projects and provide timely advice and support on any major issues in over / under spending and / or delays or deviations to work plans
โ€ข Using P&IQP standards, regularly report to the PPM on issues related to over / under spending and / or delays or deviations to the agreed work plans
โ€ข Conduct Safeguarding Children and Young people Policy (SCYP) implementation assessments during project field visits to establish if there are gaps and then support partners to improve their compliance with the SCYP implementation standards.

3. Partnership Coordination
โ€ข Provide the support to PPM on ongoing training, coaching and mentoring to partnersโ€™ staff members on project management procedures and guidelines to assure the quality delivery of projects and programs
โ€ข Monitor partner performance, both technical and financial project management, and track the progress of the partner capacity building and performance
โ€ข Coordinate regular joint partner monitoring and reporting, and lessons documented and shared;
โ€ข Work closely with partners to solve out any issues related project implementation through monthly meeting with partnerโ€™s project team
โ€ข Ensure risk management of the partners, especially for safeguarding and fraud awareness
โ€ข Support PPM to respond to audit findings and recommendations related partnership issues.

4. Coordination and reporting
โ€ข Represent Plan International and participate in relevant technical working group meetings at the Provincial and district level
โ€ข Provide regular / monthly updates on the progress of the projects, including any arising risks and issues to the manager
โ€ข Consolidate, review and edit progress reports to donors (annual / 6-montly / quarterly include case studies, most significant change stories and photos), to ensure they are high quality, on time, and comply with donor requirements
โ€ข Prepare information and other inputs required for progress reports.

5. Monitoring, review and evaluation
โ€ข Support the Monitoring, Evaluation, Research and Learning (MERL) Officers to regularly monitor project outputs in accordance with the M&E frameworks of the projects
โ€ข Follow up and update the progress against the agreed action points during and after field monitoring visits and quarterly partnersโ€™ feedback reports
โ€ข Regularly update the progress report in the Project Outline and ensure timely closure of the Project Outline in the PMERL system
โ€ข Actively participate in monthly team meetings / reflections with PPM, and other PMCs
โ€ข Participate and coordinate all reviews and evaluation, including audits
โ€ข Monitor, and evaluate his / her work and the work of partners from the perspective of achieving gender equality and inclusion outlined in the Policy on Gender Equality and Inclusion
โ€ข Adhere to the Safeguarding Children and Young people Policy (SCYP) and report any incidents case in line with local reporting mechanisms
โ€ข Coordinate and monitor all Safeguarding Children and Young people Policy (SCYPP) requirements such as Safeguarding Children and Young people mapping, Safeguarding Children and Young people (SCYP) risk assessments and updates, and ensure SCYP risks are managed in terms of child participation all project activities, including those with partners.
