The United Nations Development Programme works in about 170 countries and territories, helping Governments achieve their own development solutions to achieve the eradication of poverty, and the reduction of inequalities and exclusion. On October 21, 1974, the United Nations Development Programme and the Government of Barbados entered into an agreement to “support and supplement the national efforts of developing countries at solving the most important problems of their economic development and to promote social progress and better standards of life.” Subsequently, similar agreements were entered with Governments of the ten countries and territories that the UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean serves: Anguilla, Antigua and Barbuda, Barbados, the British Virgin Islands (BVI), the Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.

The UNDP MCO entered into an agreement with the European Union in December 2022 to serve as an implementing agency of EUROCLIMA Caribbean – A Partnership for A Caribbean Green Deal (“the Programme”). The Overall Objective of the Programme is to increase sustainability and resilience of Caribbean societies and ecosystems, and its Specific Objective is to improve the enabling frameworks and available opportunities for a transition to fully risk informed, sustainable, carbon neutral, circular economies in the Caribbean.

EUROCLIMA Caribbean benefits the region as defined in the EU Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe). Activities are expected to take place in all 16 eligible Caribbean countries, namely: Antigua and Barbuda, Bahamas, Barbados, Belize, Cuba, Dominica, Dominican Republic, Grenada, Guyana, Haiti, Jamaica, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, and Trinidad & Tobago. EUROCLIMA Caribbean is distinct from EUROCLIMA LAC, although the two Programmes will align closely through shared governance mechanism, programme support unit and implementing modalities.

Most EUROCLIMA Caribbean actions, which may include support to climate, circular economy and biodiversity policies, will be identified through comprehensive, multi-stakeholder country dialogues under the guidance and steer of the relevant EUD and National Focal Point.  As such, the actions to be undertaken by Euroclima Caribbean are not described in detail at the outset, as they respond to this dynamic dialogue process between the programme and partner countries.  Furthermore, the scope for actions agreed through the Dialogues is broad, and may encompass regional, sub-regional, national and subnational levels.

UNDP is one of multiple partners each implementing a portion of the Programme. Implementing agencies are responsible for: either facilitating providing strategic advice to country dialogues; current and future project implementation; support to Programme coordination; research, analysis, monitoring; as well as liaison and influencing.  Division of responsibilities across countries is collaboratively agreed and may be adjusted as needed. As such, implementation of the EUROCLIMA Programme is highly dynamic and iterative.

The total budget for the UNDP component of EUROCLIMA Caribbean is 7 million Euro, with the implementation period having commenced in 2023, to extend over 5 years into 2028.  UNDP’s service to the full geographic scope of EUROCLIMA Caribbean (16 countries as above) is provided through a total of 9 country or multi-country offices, although varying degrees of support may be agreed in different countries.  The MCO for Barbados and the Eastern Caribbean has overall responsibility for coordination of UNDP’s EUROCLIMA Caribbean implementation.

The UNDP MCO for Barbados and the Eastern Caribbean is recruiting a Project Analyst to coordinate and manage the overall implementation of the EUROCLIMA Caribbean - A Partnership for a Caribbean Green Deal (UNDP) – “the Project” - under the overall guidance and supervision of the Cluster Lead for the Nature, Climate, Energy (NCE) Program Portfolio. 

  Duties and Responsibilities
 The Project Unit ensures a human-rights based, gender-responsive and interdisciplinary approach to project implementation that maximizes sustainable development gains and minimizes negative environmental and social impacts, delivering results in a manner that is cost-effective, efficient, transparent and demonstrates the added value of the work to beneficiary countries.   The Project Analyst coordinates and manages the overall implementation of the EUROCLIMA Caribbean - A Partnership for a Caribbean Green Deal (UNDP) – “the Project” - under the overall guidance and supervision of the Cluster Lead for Nature, Climate, Energy, and with support from a small project unit as outlined in Section. The Project Analyst assumes full responsibility to manage and implement effectively and efficiently all project activities and resources (human, financial, physical /material assets, etc.) under all components of the project in order to meet expected results. The Project Analyst is responsible for the day-to- day management and decision-making for the project.
 Ensure standard UNDP project coordination and management functions for EUROCLIMA

  • Undertake responsibility for delivery of project outputs and implementation of project activities guided by the overall project objectives and results framework, applying project management best practices.
  • Deliver project outputs on agreed schedule and budget, maintain tracking of actual implementation timelines and expenditure against planned schedules and budgets.
  • Assess, monitor, and manage project risks, maintain a project risk log, and update project governance bodies accordingly.
  • Coordinate project monitoring, evaluation and reporting, including monitoring progress and results against planned timelines and the project results framework.
  • Follow UNDP project implementation processes and procedures for planning / projection, record keeping, reporting, and compliance, and any others as may be applicable.
  • Supervise the maintenance of the Project related documentation (contracts, reports, correspondence, an inventory list of all equipment purchased, etc. under the Project)
    • Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries.
    • Coordinate the procurement of goods and services and recruitment of personnel as required to implement activities under the project, including preparation procurement or recruitment plans, terms of references (TORs) and specifications, evaluation of offers, and the oversight of work and management of contracts and agreements as per UNDP Policies
    • Coordinate the delegation of packages of work to Responsible Parties for implementation if/as required or agreed, including the oversight of work and management of contracts as per UNDP Policies
    • Coordinate and implement stakeholder engagement, communications, and/or visibility strategy(ies) in alignment with the approved project agreement and approved work plans, and in collaboration with project partners.
    • Coordinate with MCO Operations and supporting functions (Procurement, Human Resources, Finance, ICT, Communications, etc.) as required for effective implementation.
    • Manage the EUROCLIMA Project Unit within the NCE Programme Cluster under the overall guidance and supervision of the Cluster Lead (Section 4)
    • Maintain relationships and liaise with counterparts and focal points with the donor, beneficiary governments, regional institutions partners.

      Coordinate effective project planning and implementation specific to the EUROCLIMA Caribbean Programme

      • Overall, coordinate UNDP's effective execution of its work as an Implementing Agency of EUROCLIMA Caribbean in adherence with the agreement between UNDP and the EU
      • Participate in overall EUROCLIMA Programme governance and coordination structures and processes, and provide and/or coordinate ongoing liaison between EUROCLIMA and UNDP
      • Coordinate the facilitation and/or strategic advice to country dialogues.
      • Contribute to country action plans/work plans emanating from the country dialogues.
      • Coordinate and manage the implementation UNDP led actions agreed in the country action plans.
      • For countries and/or regional or subregional bodies outside MCO geographic coverage, coordinate with relevant (multi-)country office(s) on country dialogues and implementation, under guidance and with support from the NCE Cluster Lead and MCO Senior Management
      • Consult with and advise the NCE Cluster Lead and MCO Senior Management on strategic planning for UNDPs role in the EUROCLIMA 16 beneficiary countries, considering UNDPs broader programming and the ongoing iterative and dynamic country dialogue process.
      • Coordinate with the wider MCO Programme to ensure complementary and leverage potential synergies with EUROCLIMA.

        Establish partnerships and open channels of communication

        • Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned portfolio.
        • Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement. Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives. Make recommendations to the management team on activities with potential for scale-up, replicability and synergies.
        • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.
        • Support resource mobilization efforts and project development.

          Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).

          • Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
          • Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
          • Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge.
          • resources and products to share with project partners and to support UNDP’s engagement in this area.
          • Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.

            The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

            Institutional Arrangement

            The Project Analyst will report to Cluster Lead for Nature, Climate and Energy (NCE). The Project Analyst will supervise  and be supported by a small Project Management Unit (below) under the NCE Programme Cluster, with support from wider MCO Operations functions (Finance, Procurement, Human Recourses, ICT, Communications).

                  Required Skills and Experience

            Min. Education requirements  

            An advanced university degree (master’s degree or equivalent) in Environment or Climate related Science or Management, Engineering, International Development/ Relations, Project Management or other related/relevant field is required. OR .

            A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

            Min. years of relevant work experience

            Minimum two (2) years (with master’s degree or equivalent) or four (4) years (with bachelor’s degree) of relevant experience in managing and coordinating sustainable development projects.

            Required skills Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages. Desired skills in addition to the competencies covered in the Competencies section
            • Demonstrated experience implementing environment and/or climate themed development programmes/ projects, especially with regional/multi-country geographic scope.
            • Demonstrated experience working in a regional/multi-country setting, engaging multiple governments, regional entities, partners and stakeholders.
            • Demonstrated professional experience with environment and climate related policy development and/or implementation, development of actions plans, and/or development of investment plans.
            • Demonstrated relevant professional experience engaging national governments, development partners and regional institutions in Caribbean SIDS
