Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The United Nations Security Council Resolution (UNSCR) 1325 on Women, Peace, and Security (WPS) underscores the importance of inclusive peace processes and the protection of women and girls in conflict and post-conflict settings. South Sudanโs initial National Action Plan (NAP 2015 - 2020) on UNSCR 1325 provided a foundational framework to advance these principles, but with its expiration, there is now a need to address limitations identified in the previous plan.
South Sudan's updated National Action Plan (NAP II) on UNSCR 1325 emphasizes inclusive, gender-responsive peacebuilding and protection of women and girls. However, effective implementation requires making the plan accessible to diverse communities across South Sudan. This includes simplifying and translating the content into widely understood languages to foster awareness, ownership, and engagement.
To address this need, UN Women seeks to develop Information, Education, and Communication (IEC) materials and localization tools that break down the complexities of NAP II into actionable, user-friendly formats. The materials and tools will enable grassroots stakeholders to engage with and operationalize the plan effectively.
The objective of this consultancy is to simplify and translate key components of NAP II into user-friendly IEC materials and develop localization tools to ensure the plan is accessible, actionable, and relevant to diverse communities across South Sudan.
Description of Responsibilities/ Scope of Work
Deliverables
Working directly with the Programme Officer for Women, Peace, and Security the WPS team, and under the overall guidance of the Deputy Country Representative, the consultant will work closely with the Women, Peace, and Security (WPS) team to ensure alignment with organizational priorities and objectives. They will consult with key stakeholders, including government representatives, grassroots womenโs groups, youth organizations, and other relevant actors, to effectively localize the NAP and ensure its relevance to diverse communities across South Sudan.
Content Simplification:
Analyze NAP II and extract key priorities, actions, and roles for stakeholders. Develop concise, visually engaging summaries suitable for community dissemination.Translation:
Translate the simplified NAP II materials into Juba Arabic, Dinka, Nuer, and Bari, ensuring cultural and linguistic accuracy.Development of Localization Tools
Create user-friendly guides and templates to help stakeholders adapt NAP II priorities to local contexts. Design tools for community mapping, stakeholder analysis, and local action planning based on NAP II.Validation:
Facilitate review sessions with local stakeholders to ensure the materials are accurate, culturally sensitive, and effective.Finalization and Dissemination:
Incorporate feedback and finalise the IEC materials. Education and Certification:

Minimum of 7 years of experience working in Women Peace and Security. Demonstrated extensive knowledge of Governance in South Sudan Proven experience facilitating and making presentations targeting high-level stakeholders. Proven experience and evidence of having conducted previous assignments on contextualizing national or regional documentsย Experience working with multi-stakeholder organizations, such as governments, CSOs, and the UN/ multilateral/bilateral institutions, is desirable. Knowledge of issues related to gender equality in South Sudan is desirable. Strong report writing and development of knowledge products.Languages:
