Scope of work:


The overall objective of the study is to provide a systematic, data-driven analysis of the plastic value chain in Luang Prabang Province to inform decision-making and strengthen collaboration among stakeholders.

Specific objectives:

· Map the lifecycle of four major single-use plastic products (bottles, bags, cups/straws, Styrofoam, etc.).

· Identify and analyse key stakeholders, their roles, and interactions within the value chain.

· Quantify plastic consumption, waste generation, and environmental leakage.

· Capture behavioural insights and stakeholder perspectives on plastic use, management, and alternatives.

· Recommend actionable policy and practical interventions for reducing plastic pollution.

The scope of work and key tasks are as below:

A. Preparation Phase

Review relevant reports and national frameworks (e.g., NPAP, World Bank, EU SWITCH-Asia).Develop a detailed work plan and data collection methodology. It is recommended to use the UN-Habitat Waste Wise Cities Tools and Methodologies, especially on household MSW generation and composition and other steps.Design and validate survey tools (e.g., questionnaires, interview guides, FGD prompts).Coordinate with local authority to prepare data collection.

B. Data Collection Phase

Conduct field data collection targeting the following groups:

Households/Consumers (45)Suppliers/Manufacturers/Distributors/Retailers (10 businesses)Commercial Establishments (e.g., restaurant, cafés, hotels, markets) (30)Waste Collection Companies: All major operators in Luang PrabangJunkshops & Recycling Centers (formal/informal) (5)Informal Waste Pickers (e.g., scavengers, collectors) (15 individuals)Government/Officials: Provincial Office of Environment (1), Luang Prabang City Office (1)

Additionally:

Conduct at least 3 Focus Group Discussions (FGDs) and 10–15 Key Informant Interviews (KIIs)Conduct observational studies in public spaces, markets, and recycling sites

C. Analysis and Reporting Phase

Analyze quantitative and qualitative data collected.Develop stakeholder maps and plastic value chain diagrams.Prepare a comprehensive report presenting:Key findings and behavioural insightsComprehensive Value Chain MappingDetailed mapping and analysis of the plastic value chain in Luang Prabang for the four key SUP categories.Identification of intervention points along the chain, from production/import to final disposal.Analysis of stakeholder roles, economic drivers, materials, employment, and local supply trends.Plastic Flow and Behavioral AnalysisQuantitative estimates of plastic production, consumption, waste, and environmental leakage.Behavioral analysis of households and commercial actors in relation to plastic use, disposal, and awareness.Policy and practical recommendationsFeasible and locally relevant plastic alternatives and improved waste management strategies.Clear, actionable policy recommendations aligned with NPAP and potential EPR implementation.Strategies for cross-sector collaboration at the provincial level.Prepare slide presentation for the survey findings with recommendations.

· Support the NPAP secretariat on the organization of dissemination workshop.
