Evaluation context
The proposed project is a logical continuation of the previous IOM project implemented with the support of INL/US Embassy in Kazakhstan. The project continues to focus onย increasing identification of victims, and investigation and prosecution of trafficking in persons in Kazakhstan through enhanced capacity of law enforcement agencies, law enforcement academies and policy makers.ย
The project activities correspond to โ and build upon โ the recommendations of the 2021 Department of State's Trafficking in Persons Report, specifically to vigorously investigate and ย prosecute suspected trafficking cases; significantly increase efforts to identify victims of trafficking among vulnerable populations and refer these victims for assistance; ensure victims are aware of the right to seek compensation and train law enforcement officials on how to assist them in the process. The project also contributes to the National Action Plan on Combating Trafficking in Persons in Kazakhstan, specifically on activities on building capacity of police, prosecutors and judges
The projectโs overall objective: Kazakhstani law enforcement personnel are able to identify victims, conduct investigations and prosecute trafficking cases successfully will be achieved by accomplishing the following four outcomes and eight outputs:ย
Outcome 1: Law enforcement agencies effectively investigate and prosecute trafficking in persons cases
Outcome 2: ย Law enforcement agencies effectively identify and refer victims of trafficking in a manner consistent with the national legislation and international standards
Outcome 3: Law enforcement, border and justice academies effectively implement systematic and standardized curriculum on counter-trafficking
Outcome 4: Policy and decision makers are capacitated to revise and apply the national counter-trafficking legislation in line with the recommendations of the assessment reportย on the effectiveness of measures for the identification of (potential) victims of trafficking and prosecution of trafficking-related crimesย in the Republic of Kazakhstan
The 24-month projectย as been started on 17 April 2023.ย Main implementing partners are the Ministry of Interior, the General Prosecutor's Office, the Supreme Court, the Law Enforcement Academies, the Border Academy of the National Security Committee, the Academy of Justice under the Supreme Court of the Republic of Kazakhstan.
