ORGANIZATIONAL CONTEXT

Tรผrkiye hosts the highest number of refugees in the world โ€“ 3.7 million people. Around 63,000 of the most vulnerable of them live in eight camps in the southeast, while the majority live in cities and villages throughout the country. The Government of Tรผrkiye has demonstrated leadership and generosity in hosting this large number for close to a decade. Since June 2014, a temporary protection regime has granted Syrian refugees access to basic services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status. WFP re-established a presence in Tรผrkiye in 2012, in response to the Syria crisis and transitioned its programmes from basic needs assistance to livelihoods support as the needs of the target population evolved over time. WFP Tรผrkiyeโ€™s Country Strategic Plan (CSP 2023-2025) seeks to continue assisting refugees in camps, provide services to humanitarian and development partners, and implement sustainable livelihood programming to build the self-reliance of vulnerable Turks and refugees alike. The CSP has been revised to integrate the recovery efforts following the devastating earthquakes of February 2023, focusing on restoring and revitalising the food value chain in the earthquake-affected regions.

KEY ACCOUNTABILITIES (not all-inclusive)

Within the assigned unit and delegated authority, the incumbent will be responsible for the following duties:

Provide inputs to the development of Monitoring, Review, and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP), and establishment of baselines and targets in alignment with the updated corporate results framework (CRF). Compile, process, and analyze primary and secondary data to support evidence generation and to inform operational and strategic decision-making. Oversee and coordinate data gathering and monitoring systems and synthesize various sources of data to understand broader trends, issues and challenges. Draft timely and regular monitoring reports by compiling outcome, output, and process monitoring results to showcase the status of results and implementation progress. Support the dissemination of RAM products (oral, written, visual) to influence the design of WFP programming and broader policy and advocacy efforts. Support planning monitoring visits at field level, and track planning progress to ensure monitoring coverage norms are met. Oversee monitoring issue tracking process by ensuring registry, escalation, and resolution. Contribute to the development of country-level products including inputs provided to the Annual Performance Plan, Annual Country Report, Country Strategic Plan, COMET, etc. Contribute to building the M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men. Support mid-term reviews and thematic reviews which are intended for internal learning, and strategic and operational decision-making. Support management of decentralized evaluations in line with the WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS) and centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations, and donor-led evaluation in the country. Support WFP Management in addressing recommendations from monitoring, reviews, and evaluations to ensure that follow-up actions are taken as required. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

Minimum one year of postgraduate professional experience including monitoring and evaluation activities of in-kind, voucher, and cash-based humanitarian and development interventions. Prior experience in synthesizing information, writing reports, and producing other information/communication outputs. Demonstrated proficiency and prior experience in the development and use of several evaluation methods.

Knowledge and Skills:

Demonstrated ability in data analysis and synthesis of multiple data sources. Advanced written and oral communication skills including the ability to communicate technical results to non-technical audiences in English and Turkish. Strong organizational skills, including the ability to manage many tasks simultaneously. Ability to identify opportunities to be creative in work and help the team be more innovative and accurate in their respective tasks and areas of work. Capable of monitoring the field teamโ€™s deliverables and providing feedback to ensure outcomes are delivered consistently and accurately. Proven ability in survey design and data visualization. Excellent knowledge of Microsoft Office and expertise in at least one statistical package (SPSS, Stata, SAS, or other). Knowledge of data collection (KoBo/ODK/MODA) and data visualization (Tableau etc.) platforms is preferred.

Language: Fluency (level C) in English and Turkish language is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience working in a multi-cultural environment is considered an asset. Previous experience in humanitarian and/or development and/or emergency contexts is an asset. Demonstrated technical knowledge and understanding of WFP monitoring and evaluation systems and standards.
