JOB TITLE: Programme Policy Officer ( Emergency Preparedness and Response & Disaster Risk Reduction )

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In its Country Strategic Plan (CSP) for 2023-2027, WFP Jordan Country Office (JOCO) has designed a key activity that will provide capacity strengthening support to the Government of Jordan in disaster risk reduction (DRR) and emergency preparedness and response (EPR). This critical activity is represented by Activity 7 in the CSP, and it focuses on providing tools, systems and trainings to enhance the government capabilities in emergency preparedness and response and disaster risk reduction. It is embedded in the CSP Strategic Outcome 4: National and subnational institutions in Jordan have increased capacity to coordinate, manage and monitor food security and nutrition programmes and respond to shocks by 2027.
A number of priorities have been identified as priorities for JOCO to collaborate with the Government of Jordan to enhance its emergency preparedness and response capacity, namely: long term capacity building for Jordanโs national DRR platform, enhancing drought early warning systems, development and piloting of early action protocols, launching south-south learning exchanges for technology transfer etc. A critical component of this work will be working to integrate DRR initiatives into WFPโs climate change adaption interventions represented under activity 5 of the CSP. Additionally, WFP is in the preparatory and design phase for an expanded initiative that will conduct a landscape analysis and concept ideation process for a Multi Hazard Early Warning System in Jordan. This initiative is in the early stages, and will require coordination and partnership with numerous local, national and international partners.
WFP is seeking support of a Programme Policy Officer who will be responsible for managing ongoing work in the EPR and DRR portfolio (Activity 7 of WFP Jordan Country Strategic Plan) as well as supporting planned future initiatives. She/he will report to the Programme Policy Officer for Adaptation, and ultimately the Climate and DRR Team Leader. The incumbent should operate with a high degree of initiative and independence, while also demonstrating the ability to cooperate with external partners and internal WFP teams to ensure that objectives are achieved. The incumbent is involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity.
ACCOUNTABILITIES/RESPONSIBILITIES:
Within delegated authority, the Programme Policy Officer will be responsible for the following duties:
- Conceptualize, design, and implement EPR/DRR integrated technical assistance packages in close collaboration with the requesting institution/government body and a wide array of relevant partners.
- Articulate WFPโs value proposition in the EPR/DRR landscape.
- Establish and nurture partnerships with relevant institutional stakeholders (National Center for Security and Crises Management, Department of Civil Defense, Department of Statistics, Ministry of Agriculture, Ministry of Water and Irrigation, Ministry of Environment, Specialized research centers, Universities etc.), international stakeholders (UN Agencies, bilateral development agencies โฆ) and others as guided by design and implementation of activities.
- Strengthen the connection between WFPโs EPR/DRR technical assistance and other organizationsโ projects and initiatives to optimize convergence, concentration, coverage and ultimately maximize the impact of interventions.
- Lead on the implementation of the EPR/DRR technical assistance packages to government partners (technical guidance and training, partnership management, project management etc.)
- Lead on the evidence generation agenda, in close collaboration with WFPโs M&E unit, in order to measure the benefits of WFPโs EPR/DRR capacity strengthening interventions.
- Strengthen the connection between WFPโs EPR/DRR interventions with other WFP activities as elaborated by the CSP with a special focus to design and implement interventions that build upon and leverage the work conducted under CSP activity 5, which focuses on climate adaptive support to small holder farmers and pastoralists.
- Actively participate and contribute to national inter-agency processes and working groups/platforms, communities of practice related to EPR, DRR and climate change to ensure collaboration and alignment among agencies.
- Coordinate the implementation of WFP Emergency Preparedness and Response Package, Contingency plan, Business Continuity Plan etc. at the country office levels including:
- the identification and implementation of mandatory minimum preparedness action
- the identification and implementation of relevant emergency preparedness actions
- updating the risk registry and business continuity plans
- Coordinate with other WFP programme units and their activities for example, WFP activity 2 related to shock responsive social protection.
- Prepare quantitative and qualitative reports and communication materials, conduct briefings on initiatives and projects, and organize after-action reviews and document lessons learned and best practices in EPR/DRR programming.
- Perform other related duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Economics, Environmental science, Agriculture, International Affairs, Nutrition/ Health, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/ or trainings/ courses.
Experience: At least one year of postgraduate professional experience for candidates holding a Master's degree, or three years of postgraduate professional experience for candidates holding a BA degree.
- Experience in emergency preparedness and response and/or disaster risk reduction.
- Experience with project design and the project cycle
- Experience providing technical assistance to government counterparts directly or through partners.
- Experience in building partnership at the institutional level (Government and bilateral international development agencies).
- Experience in facilitating / training or events in emergency preparedness and response and/or disaster risk reduction.
- Experience applying emergency preparedness and response and/or disaster risk reduction strategies to current/future climate related emergencies.
Knowledge & Skills:
- Excellent communication skills, both verbal and in writing.
- Ability to coordinate and communicate with government counterparts and other stakeholders.
- Ability to negotiate with tact and build policy dialogue with government and partners.
- Strong project design and implementation skills
- Strong analytical skills
- Strong teamwork skills that enable the establishment of effective working relations with persons of different national and cultural backgrounds
- Ability to work constructively under short deadlines.
Languages: Fluency (level C) in English language and Arabic.
