KEY ACCOUNTABILITIES: (not all-inclusive, within delegated authority)
Strengthening National and Sub-National Capacities in Disaster Risk Management
Conduct a desk review to assess the current state of DRM initiatives, key actors, evidence, and learnings. Consolidate ongoing DRM work to identify topical issues, inform a national DRM Plan.
Facilitate the development of a feasibility study to evaluate potential DRM interventions in Somalia. This includes vulnerability analyses and risk mapping, in collaboration with the Somalia Disaster Management Agency (SODMA).
Establish or enhance a national/sub-national Technical Working Group (TWG) to co-develop the national AA Plan in coordination with relevant stakeholders (e.g., VAM, Climate Change, Social Protection, government entities, FAO, UNDP, academia).
Support the development and operationalization of DRM frameworks, contingency plans, early warning systems, and emergency response protocols.
Promote integration of DRM into national and local development plans, further tailoring WFP programmes into those priorities.
Strengthen design and implementation of DRM programme activities
Lead the design, implementation, and scaling of DRM-related projects, including community-based disaster risk reduction, anticipatory action, and capacity-strengthening initiatives.
Coordinate with WFP units (e.g., VAM, Relief, Resilience) and partners to ensure DRM is embedded across WFPโs country portfolio.
Lead the development of technically sound DRM concept notes and funding proposals, aligned with national priorities and donor requirements.
Capacity Strengthening and Institutional Support
Deliver targeted technical assistance and training to government counterparts on risk assessment, early warning, preparedness planning, and response coordination.
Facilitate peer-to-peer learning and institutional knowledge exchange between federal and state institutions.
Design and deliver capacity-building initiatives to equip WFP staff and cooperating partners with knowledge on DRM mainstreaming.
Partnership and Coordination
Represent WFP in DRM-related coordination forums (e.g., UNCT, HCT, CADRI, and cluster mechanisms).
Strengthen partnerships with UN agencies, NGOs, donors, and technical entities to harmonize DRM efforts.
Ensure internal coordination with WFP Area and Country Offices and the Regional Bureau in Nairobi for effective programme implementation, compliance, and monitoring.
Support reporting, advocacy, and knowledge-sharing activities, ensuring communication products highlight project progress and impact.
Monitoring, Reporting, and Knowledge Management
Track progress against DRM workplans and ensure quality reporting of results, challenges, and lessons learned.
Contribute to the development of knowledge products, advocacy briefs, and donor proposals related to DRM and climate risk management.
QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED
Education: Advanced university degree in environmental science, disaster risk management, climate studies, or related field; or a first degree with additional relevant experience.
Experience: At least one (1) year of relevant experience with advanced University Degree OR first University Degree with minimum of three (3) or more years of relevant experience in climate change, disaster risk reduction and early warning. Proven understanding of the Somalia context with experience in disaster risk management assessments, community or national-level DRM interventions, and development of early warning action
Language: Fluent knowledge (proficiency/level C) of English and Somali language.
Other Knowledge and Skills Required:
Experience in project management as well as writing project documents, country reports, and publications.
Proven experience working with a wide variety of humanitarian and development partners engaged in DRM initiatives
Ability to plan and organize his/her work, efficient in meeting commitments, observing deadlines, and achieving results.
Openness to change and ability to receive/integrate feedback. Ability to work under pressure and in stressful situations.
Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook); experience with GIS platforms is an asset.
