Vacancy #: 6568 Unit: Human Rights in conservation Organisation: International Union for Conservation of Nature (IUCN) Location: North America Regional Office, Washington D.C., United States of America Reporting to: Senior Programme Manager on Indigenous Peoples and Conservation Work percentage: 100% Grade: P2 Expected start date: 25 August 2023 Type of contract: Fixed-term (16 months) Closing date: 18 August 2023 BACKGROUND JOB DESCRIPTION This is a short-term position for a P2 Indigenous Peoples Programme Officer who will be specifically responsible for supporting the implementation of the Inclusive Conservation Initiative (ICI), under the IUCN Indigenous Peoples and Conservation Programme portfolio, establishing strategic and operative linkages within and beyond IUCN. The person will work directly and in close collaboration with the IUCN ICI Technical Lead.

Overall, this post will provide technical and capacity building assistance to the four ICI components and serve as a support to the primary relationship manager for IPLC partners in the subprojects and serve as expert and resource person on Indigenous Peoples and conservation issues for cross-cutting capacity, policy, and knowledge activities.

1. General duties: include project and partnerships management, support the design and implementation of policy related activities relevant for the ICI project and IUCN, resources mobilization to strengthen ICI implementation, and similar activities necessary for the successful implementation of the project and consolidation of the IPLCs programme. 2. Specific duties include technical and capacity building support to the four ICI components.

โ€ข Primary relationship manager for IPLC partners in the subprojects and serve as expert and resource person on IP and conservation issues for cross-cutting capacity, policy, and knowledge activities.

โ€ข Provide coordinated guidance, mentoring and technical support to indigenous leaders and partners in subproject organizations engaging with project stakeholders, providing technical inputs to consultants ToR.

โ€ข Contributing technical materials to the preparation of annual governance meetings

โ€ข Organizing workshops and trainings to support capacity building of IPLC organizations.

โ€ข Foster strong relationships with partners, ensuring synergies/linkages with other related projects, providing consistent updates and project activities and progress, problem solving challenges and being committed to helping partners.

โ€ข Provide targeted support to IPLC Policy platforms and caucuses and other partners to organize high-level events and policies piece.

โ€ข Ensure the ICI sub-projects are designed and implemented according to IUCN project management standards and best practices, involve IUCN regional offices, are delivered within budget, and align with IUCN programme objectives.

โ€ข Coordinate and provide oversight on project delivery and identify and communicate project deadlines and benchmarks, ensuring these are met through ensuring effective project implementation with staff/partners/vendors.

โ€ข Represent IUCN within its delegations to relevant policy fora and related meetings (e.g. UNPFII, EMRIP, UNFCCC, UNFF and CBD) and lead on developing and delivering policy messaging on indigenous issues at these events.

โ€ข In conjunction with HRC communications officer work closely with the IUCNโ€™s Global Communications Unit to identify relevant and topical content that can contribute to IUCN corporate communications and thereby reach and engage a broad audience.

.3 Support the building of ICI related partnerships, donor relations and resource mobilisation.

-Connect and support ICI initiatives in engagement with relevant regional, country and programme staff for joint programme activities in support of implementing the IUCN strategy on Indigenous Peoples, whilst supporting the growth of the Indigenous Peoples members within IUCN.

-Foster and build partnerships with governments, multilateral institutions and the private sector that establish clear operational mandates for impact delivery, thereby demonstrating the influence and demand-responsive nature of IUCNโ€™s work to donors and investors.

-In close consultation with the Strategic Partnership Unit and HRC Unit Head, coordinate across IUCN to leverage intelligence and networks that facilitate and advance IUCNโ€™s interests with respect to resource mobilization and donor engagement, with a particular emphasis on Indigenous Peoples.

-Sustain the development of targeted and aligned project concepts and proposals required for the delivery of the Indigenous Peoplesโ€™ Strategy and the sustainable growth of the portfolio.

Strong track record of building trust-based relationship with and among a range of stakeholders, including established and informal Indigenous Peoples Organisations, government regulatory authorities and executive agencies, civic leaders, private sector, media and other organisations. Understanding of how Multilateral Environmental and Human Rights Agreements interfaces with national policy and the role different stakeholders in national policy implementation. Ability and commitment to act in accordance with the core values of integrity, respect for diversity and professionalism as spelled out in IUCNโ€™s Code of Conduct and Professional Ethics. Ability to communicate analytical and technical concepts, evidence and outcomes in a manner that is accessible to non-expert audiences. Strong interpersonal skills.

REQUIREMENTS โ€ข Minimum 5-7 yearsโ€™ experience as an indigenous leader or other professional role who has worked closely with, and on a mandate from, indigenous peoples.

โ€ข Significant experience representing interests of indigenous peoples in regional, national and international fora.

โ€ข Bachelorโ€™s degree or equivalent professional experience in indigenous people's rights, environmental policy, natural resource management, philanthropy or related field. A masterโ€™s degree a plus.

โ€ข A strong and verifiable programmatic delivery track record with respect to deploying knowledge, evidence and policy influence to facilitating and enabling substantive and demonstrable place-based change.

โ€ข At least 3-5 yearsโ€™ experience of direct field-based delivery and project management.

โ€ข Strong writing skills. A track record of publications and quantitative analysis is desirable.

โ€ข Demonstrated ability to advise and work with a multidisciplinary / multicultural team.

โ€ข Diplomacy, good networking skills and excellent interpersonal skills. Track record of working effectively in a multicultural and diverse environment with colleagues at all levels.

โ€ข Excellent verbal and written communication skills in English, including ability to communicate complex issues to a wide range of audiences. A second language (French, Spanish) is highly desirable.
