Reporting to: Regional Human Resources Officer Work percentage: 100% Grade: P1 Expected start date: 01 October 2025 Type of contract: Fixed-term (12 months with possibility of renewal) Closing date: 15 July 2025 BACKGROUND The International Union for Conservation of Nature (IUCN) is the worldโs largest and most diverse environmental network, bringing together more than 1,400 member organizations, including states, government agencies, and non-governmental organizations, as well as 17,000 voluntary experts in its Commissions.
The IUCN Regional Office for Eastern Europe and Central Asia (ECARO) is responsible for promoting and implementing IUCNโs Programme in Eastern Europe, North and Central Asia. With a long-term goal of conserving biodiversity and promoting the sustainable use of natural resources, IUCN has developed a strong partnership network and an expanding project portfolio in Central Asia.
To enhance its regional presence and operational efficiency, IUCN is establishing a country office in Tashkent, Uzbekistan, which will coordinate IUCN activities across the five Central Asian countries. The office will:
1. Represent IUCN with national authorities in Uzbekistan and key partners in Central Asia;
2. Develop and implement a portfolio of projects aligned with regional priorities;
3. Strengthen engagement with IUCN Members and partners in Central Asia.
In this context, IUCN ECARO is seeking a Human Resources Officer for Central Asia to manage the HR development, practices, and functions for the IUCN Uzbekistan office in Tashkent and ensure compliance with IUCN policies and the Labour code regulations of Uzbekistan. JOB DESCRIPTION MAJOR RESPONSIBILITIES
The Central Asia HR Officer will be responsible for setting up HR operations in the IUCN Central Asia Office in Tashkent, ensuring that the HR related business services are accomplished in an effective, efficient and timely manner and in compliance with all legislative, policy and procedural guidelines of IUCN and the local labour law, as applicable.
The Central Asia HR Officer will report to the Regional HR Officer for IUCN Eastern Europe and Central Asia (IUCN ECARO) and work closely with the Central Asia Regional Coordinator. The role will be embedded in the HR team and will provide support on areas such as recruitment, remuneration, development and policy.
SPECIFIC DUTIES
โข Develop and implement the local Conditions of Service (CoS) for Uzbekistan;
โข Administer the contract management of staff in Uzbekistan and make recommendations on any issues that need to be resolved;
โข Ensure that the accurate Terms of Reference are in place for all staff, advise and assist line managers with writing job descriptions;
โข Prepare employment and review consultancy contracts and make sure they are in line with local labour law requirements and IUCN contract review and sign-off procedures;
โข Manage the employee life cycle, including preparing, processing and submission of necessary documentation for employment, registration and deregistration of employees, obtaining residency and work permits for foreigners etc.;
โข Maintain effective liaison with the public sector institutions (i.e. the Ministry of Employment and Labour Relations, the Social Security, Pension and Disability Insurance Fund etc.) and ensure that IUCN Uzbekistan complies with the Labour Code and any relevant statutory requirements. Provide advice to staff members on the labour legislation and employment standards;
โข Draw the attention of the Regional HR Officer of IUCN ECARO and of the Central Asia Regional Coordinator in a timely manner to any instances of HR risks, issues, legal compliance, performance and conduct, employee relations, among others and recommend possible resolutions;
โข Execute and manage the overall recruitment process from vacancy announcement to job offer and induction for resourcing needs that come within the purview of the local HR role;
โข Organize and facilitate staff orientation, manage onboarding and offboarding of staff; ensure the separation processes, end of contract payments and exit interview are conducted for staff leaving IUCN Uzbekistan;
โข Oversee and manage the Human Resources Management System (HRMS) for IUCN Uzbekistan and ensure the successful delivery of operational HR services to all staff;
โข Provide HR management information reports to senior management team and/or the Regional HR Officer as required;
โข Facilitate the operationalization of the performance management cycle, including talent reviews, nominations for promotion and development initiatives, and regularly communicate with all staff in on performance management related matters;
โข Organize staff training sessions, orientation, workshops and activities as and when necessary and in line with organizational needs;
โข Provide administrative support to staff in relation to payroll, and HR procedures;
โข Implement IUCN global HR initiatives ensuring compliance with the legal environment and making sure that systems and practices are in alignment with the business plan, and incorporating equal opportunity and gender concerns to enable staff to perform at their highest capability both individually and in teams in IUCN Uzbekistan;
โข Perform other duties as may be reasonably required in agreement with the line manager.
SALARY
The gross annual salary for this position is in the range from 27,997 EUR to 34,996 EUR before tax.
REQUIREMENTS โข Bachelorโs degree in Human Resources Management, Psychology, Management, Public Administration, or a relevant field;
โข Minimum 5 years of relevant experience in Human Resources management and development, with at least 2 years in mid-level managerial role and business partnering;
โข Previous experience of working with the government or regional/international organizations would be desirable;
โข Proven skills as an HR Generalist with experience and understanding of HR principles; experience of working with HRMS or similar HR tools;
โข Up to date knowledge of Uzbekistan employment laws and immigration processes and a willingness to continue building the understanding of legislation;
โข Experience of supporting payroll and employee benefit schemes;
โข Skills in team building, problem solving, time management, stress management and negotiations;
โข Highly motivated and results-oriented individual with the ability to work to tight deadlines, use own initiative and multi-task;
โข Fluency in English (verbal and written) with excellent communication and presentation skills;
โข Proficiency in Office applications (Word, Excel, PowerPoint etc). APPLICATIONS
