Org. Setting and ReportingThis position is located in the Centres Operation Section (COS) of the Information Centres Services (ICS) of the Campaigns and Country Operations Division (CCOD) in DGC. The COS provides finance, budget support and human resources management to 59 field offices in the global network of UN information centres (UNICs). The Programme Officer reports to the Chief of Section and is under the overall supervision of the Chief of ICS and the Executive Office of DGC. ResponsibilitiesWithin delegated authority, the Programme Officer will be responsible for the following duties: โ€ข Develops, implements and evaluates assigned programmes/projects aligned with a schedule together with milestones and deliverables; monitors and analyzes programme/project development and implementation with the use of KPI's; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties. โ€ข Monitors programme resources to ensure mandated activities are effectively implemented. โ€ข Consults with clients, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities. โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies. โ€ข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Follows up on gathering pledges for grants to ensure activities and events continue effectively. โ€ข Makes data driven decisions regarding budget re-allocation and re-prioritization on a cyclical basis. โ€ข Conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents / reports (pledging, work programme, programme budget, etc.). โ€ข Performs other duties as required. EducationAdvanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Extensive international experience in the fields of administration and implementation of strategic or operational (action) plans, is required. Experience in developing strategic planning, results based KPIs and reporting frameworks, is required. Experience providing remote support to clients operating in multiple geographical locations and/or time zones is required. Experience in managing complex cross functional change initiatives is desirable. International experience working in programme management, especially in the field of operations and communications is desirable. Demonstrable experience of at least two years in data analytical tools such as Power BI and Tableau, is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
